Replenishment Mechanism


Meeting on a Voluntary Replenishment Mechanism
Rome, Italy - 20-21 June 2005


During this event, hosted by the Government of Italy, donors to the Global Fund met to discuss funding needs for 2006 and 2007 as well as anticipated resource shortfalls for 2005. This meeting also provided donors with a follow-up forum for exchanging views on the operations and effectiveness of the Fund, following the first replenishment meeting in March in Stockholm.

The Global Fund is supported by voluntary contributions from governments, private foundations, corporations and individuals. To date, more than 45 countries as well as other donors have pledged US $ 6.1 billion to support Global Fund programs around the world through 2008. However, the current system of ad hoc contributions makes it difficult to plan the work of the Fund and to provide sustained and predictable support to the 127 countries currently receiving grants. At its sixth meeting in October 2003, the Board of the Global Fund agreed to establish a funding model based on periodic replenishment in place of the current system.

The replenishment process is chaired by the UN Secretary General Kofi Annan, with Sven Sandström acting as Vice-Chair. A third meeting on Replenishment will be hosted by the UK Government in London on 5-7 September 2005.
