Guide to Writing the Procurement and Supply Management Plan
A template for developing and assessing Procurement and Supply Management (PSM) Plans|

Challenges-
A detailed analysis of the top 60 grants conducted by the PSM team indicated that it has been taking an average 10 months for Principal Recipients to prepare and have their PSM plans approved. In addition, several Principal Recipients have indicated that they find it difficult to write these plans as it is not clear what should be included in these plans, and what level of detail needs to be provided.
The Local Fund Agents (Local Fund Agents) that conduct the assessment of the Principal Recipient's PSM capacity and their PSM plans have indicated that additional guidance and clarity in conducting these assessments would be useful.
Initiative-
Developing a template for Principal Recipients for writing the PSM Plan:
The procurement team developed a PSM plan writing guide (template) with input from Fund Portfolio Managers (FPMs), Local Fund Agents and various technical agencies with significant procurement expertise. The template was then field-tested and received input from 13 countries. After various iterations, the PSM plan template was finalized and distributed to the all the Principal Recipients.
On the evaluation form, nearly everyone indicated their support for the guide, stating that the template is user-friendly; it is comprehensive and brief. The new guide has helped countries to complete the PSM plans in weeks instead of months.
Developing a template for Local Fund Agents for assessing the PSM Plan:
Using a similar process, a new PSM assessment tool has been developed which is currently being field-tested by the Local Fund Agents. It is expected to be finalized during the Local Fund Agent workshop which will be held during in June-July 2005.
Results-
The PSM Plan template has been completed and posted on the Global Fund website. It is available in English, French, Spanish and Russian for the moment. The template has been successfully used by several countries to complete their PSM plans.
In addition, this template is now being adopted by our technical partners, and is being customized to make it more disease specific, e.g. RBM Partnership is making it more malaria specific.
