Determining country eligibility for funding is a multi-step process, which takes into account:
The following information describes these eligibility requirements in more detail, with relevant links and background documents.
The Secretariat makes income level eligibility determinations on an annual basis following the release of the World Bank Country Income Classifications in July of each year (or following the month of publication if different from July), to be reviewed by the Portfolio and Implementation Committee at its next meeting. These income level eligibility determinations will be effective for all funding channels for the following calendar year (i.e. 1 January to 31 December).
A full list is available of countries eligible for all funding channels in 2010.
All low-income and lower-middle income economies are eligible to apply for funding. Upper-middle income economies with a high disease burden (based on information provided by UNAIDS and WHO) are also eligible to submit a proposal for funding.
As of Round 8, the Global Fund has introduced a one-year 'grace period'. This applies to countries and economies moving from the "low-income" to "lower-middle income" category, and for countries moving from the "lower-middle income" to "upper-middle income" category. Countries benefiting from the one-year 'grace period' can apply for funding as if their income level classification remained at the old income level.
Please note that countries moving from the "upper-middle income" to "high-income" category are not eligible for funding.
For more information:
Lower-middle income and upper-middle income applicants must demonstrate that the Global Fund's total contribution to the national program or interventions for the relevant disease over the proposal term does not exceed certain maximums. This means that an applicant must demonstrate that the cost of funding is shared between the Global Fund, domestic resources in the country in which the program activities will be implemented and contributions from other donors.
