自愿持续捐款机制第二次会议——意大利罗马——2005 年 6 月 20 日-21 日
由意大利政府主持的这次会议上，全球基金的捐赠者们会聚一堂，讨论 2006 年和 2007 年的基金需求以及 2005 年的资金缺口。继三月份的斯德哥尔摩第一次持续捐款会议后，这次会议也为捐赠者提供了一个对基金的运作和效率交换意见的追踪论坛。
全球基金由政府、私人基金、企业和个人的自愿捐赠支持。迄今为止，已有超过 45 个国家以及其他捐赠者承诺捐赠 61 亿美元，用于支持至 2008 年止全球范围内的全球基金项目。但是，目前这种非常规的捐款机制使基金的运作难以规划，从而很难为目前接受资助的 127 个国家提供持续的可预见的支持。在 2003 年 10 月召开的第六次会议上，全球基金理事会同意建立一个基于定期持续捐款的融资模型，以取代当前的体系。
持续捐款程序由联合国秘书长 Kofi Annan 先生担任主席，Sven Sandstr?m 先生担任副主席。持续捐款的第三次会议将于 2005 年 9 月 5 日-7 日在伦敦举行，由英国政府主持。
