关于自愿持续捐款机制的会议
瑞典，斯德哥尔摩 - 2005 年 3 月 14 - 16 日
这次会议由瑞典政府主办，全球基金的捐赠者将在会议上讨论 2006 年和 2007
年的资金需求，以及 2005 年预计的资金缺口。同时也提供了一个论坛，捐赠
者可针对基金运作和效率互相交换意见。
全球基金由政府、私人基金、企业和个人提供自愿捐赠。迄今为止，全世界超
过 45 个国家和其他捐赠者已承诺的捐赠款项高达 59 亿美元，用于支持截至
2008 年的全球基金项目。但是，当前的捐款体系不具常规性，难以有计划地运
作全球基金，针对当前受援的 127 个国家也难以提供持续的、可预见的支持。
在 2003 年 10 月的第六次会议上全球基金理事会决定改革当前的体系，引入
一个基于定期持续捐款的融资模型。
持续捐款程序由联合国秘书长 Kofi
Annan 先生担任主席，Sven
Sandström 先
生担任副主席。关于持续捐款的第二次会议将于 2005 年 9 月 5 - 7 日在伦
敦举行，由英国政府主办。
