Why is measurement of Grant performance important?

The Global Fund is committed to performance-based funding to ensure simple, transparent, performance frameworks are implemented for the secretariat and for all grants. Performance-based funding aims to ensure that investments are made where the greatest impact in alleviating the burden of HIV/AIDS, tuberculosis and malaria can be achieved.

The principle of performance-based funding is at the heart of the operating model of the Global Fund. It is designed to provide incentives to encourage grant recipients to focus on results and timely implementation, rather than on inputs and processes alone. Measuring the performance and results achieved by the programs funded by the Global Fund is also critical for accountability and transparency which facilitate external reporting and resource mobilization.
