Prioritization among the
Board approved Round
5 proposals
The Board of the Global Fund is only able to approve grants for which it has financial pledges for the current calendar year. It was prevented from approving all Round 5 grants immediately due to the current shortfall of resources pledged for 2005. However, based on criteria that were approved at its 7th Board meeting, the Board endorsed a process to approve all recommended Round 5 grants as resources become available in 2006 (download the full list of approved proposals in descending order of priority). This process uses a composite index based on poverty and disease burden to assign scores to TRP-recommended proposals.
In the event that insufficient resources are immediately available to fund all of them, they would be financed in the following order:
- Proposals in TRP category 1: Recommended proposals with no or minor clarifications,
which should be met within 4 weeks and given the final approval of the
TRP.
- Proposals in TRP category 2: Recommended proposals provided clarifications
are met
within a limited timeframe.
- If category 2 is sub-classified by the TRP into subcategories, these
would be financed
sequentially, with the proposals in the higher-rated subcategories
being financed before those
in lower-rated subcategories.
- Proposals in the highest-rated category (or subcategory, if category
2 is broken down by the
TRP into subcategories) for which insufficient resources
are available would be assigned a
score in accordance with the table below. They would then
be financed in descending order
(with the highest scoring proposals receiving priority) as shown in this
table:

- If category 2 is sub-classified by the TRP into subcategories, these
would be financed
sequentially, with the proposals in the higher-rated subcategories
being financed before those
in lower-rated subcategories.
