Competitive Bidding Process
The selection of Local Fund Agents for the Global Fund initially occurred in two phases:
- pre-qualifying contractors for each country; and then
- selecting Local Fund Agents
from among these pre-qualified contractors for all countries receiving Global Fund grants.
The existing Framework Contracts for Local Fund Agents expire in November 2007.
The Global Fund is currently preparing for a new competitive bidding process as existing Local Fund Agent contracts come to an end. In July 2007 the Global Fund issued a Request for Proposals (RFP) inviting proposals from suitable organizations and entities to pre-qualify as LFA service providers. The RFP specifies the required capacities of future LFAs and the services that they will be required to provide. The competitive selection process will be completed by mid-November 2007. Once pre-qualified LFAs have signed Framework Contracts, they will compete for contracts (Work Orders) in each country for which they have been pre-qualified.
All relevant information regarding the LFA re-competition, such as the pre-solicitation notice, the RFP, FAQ etc will become available on the Global Fund website.
