Established as a partnership in global health, the Global Fund works closely with a wide diversity of partners –implementing governments, donors, civil society, international development organizations, the private sector and communities living with and affected by the diseases. This partnership model actively supports country-owned approaches that develop and implement effective, evidence-based programs to respond to AIDS, tuberculosis and malaria.

The Global Fund allows concept notes that are submitted by applicants who outside of a Country Coordinating Mechanism in limited situations. For information regarding a non-Country Coordinating Mechanism application, please contact the appropriate Fund Portfolio Manager by selecting the country from the Grant Portfolio section of the website.
Concept notes are submitted on the Grant Management Platform, accessible to Country Coordinating Mechanisms, Principal Recipients, Local Fund Agents and the Global Fund. Applicants complete their concept note (including the narrative, core tables, eligibility requirements and endorsement) using this online system.
Only in exceptional cases with the advanced approval of the Global Fund are applicants allowed to submit their completed concept notes, tables and templates via email.
