| The Global Fund | The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of finance to prevent and treat the three pandemics. The Global Fund has so far committed more than US$10 billion to over 524 programs in 136 countries. The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters. Building upon the success achieved so far, the Global Fund is adapting its structure and creating new management positions to meet the challenges of growth and expansion in the period 2008-2010. The Global Fund is looking for staff with a strong commitment to health and development, an open mind-set, an entrepreneurial and flexible attitude as well as strong interpersonal skills. |
Job Purpose Summary |
The Human Resources and Administration Director is one of 3 Unit Directors who report to the Director, Corporate Services Cluster. The other Unit Directors lead the Information Technology and Legal Services Units. The Human Resources and Administration Unit Director is responsible for driving the strategic and operational activities of the Human Resources (HR) and Administration Teams in the Global Fund to position the Global Fund as a leading employer and innovator in global health and development. The Director will play a key role in the refinement and implementation of new and innovative human resources and administrative strategies and policies consistent with the projected growth of the Global Fund between 2008 and 2010 and its anticipated move at the end of 2008 from the administrative arrangements it presently has with the World Health Organization to those of an independent organization. The successful applicant will deliver innovation in human resources policies, recruitment, staff development and administrative services through a partnership approach across the organization consistent with cutting-edge practices. The applicant will ensure that the values and the mission of the Global Fund inform and drive the implementation of the organization’s HR Strategy. The Unit Director manages through the HR team and the Administration Team. The Unit currently comprises 32 staff. |
| Key Responsibilities, Accountabilities and Duties |
The Unit Director will provide technical expertise, leadership and management of the Global Fund’s work in areas of responsibility and will: Human Resources: Ensure that the Global Fund is positioned to attract, develop and retain highly skilled and motivated staff dedicated to health and development through the development and implementation of innovative strategies and policies; Work in partnership across the Secretariat to foster an organizational culture that reflects the internal values of results-focus, commitment, respect, teamwork and innovation; Develop and implement attractive human resources policies, including rewards and recognition initiatives, which go beyond financial compensation and provide unique opportunities for professional growth and sustainable career progression; Lead and implement initiatives to ensure that staff enjoy a first-class work experience and benefit from initiatives that promote their well-being and that of their families; Facilitate the development and implementation of staff development, learning and change management initiatives; and Evaluate the Global Fund’s human resources function and performance to ensure that it remains at the forefront of 21st century HR practice; Administration: Develop and implement independent administrative structures for the Global Fund while managing change and growth; Lead the implementation of orientation and relocation services for international staff ensuring that the needs of staff and their families are met and facilitating their smooth transition into Geneva and the organization; and Ensure efficient and effective use of work space as one factor contributing to employee well-being. As a senior manager of the organization, the Unit Director will: Contribute to organization-wide development through active participation in cross Cluster/Unit working groups and projects, and contribution to policy development; Participate as a key member in the Cluster management team and take-on Cluster-wide initiatives; actively promote cross-Unit collaboration and team working; and Represent the Director, Corporate Services Cluster, as appropriate, in high-level meetings. In providing strategic management and leadership to the Human Resources & Administration Unit, the Unit Director will: Translate the Cluster’s strategic vision into an operational plan for the Unit that is aligned with Cluster objectives and Global Fund goals that include well defined activities, milestones and performance indicators; Provide technical and managerial leadership in the implementation of the Unit’s operational plan to achieve the targeted outcomes; Provide technical and strategic leadership to Unit staff, ensuring the attainment of expected outcomes as well as the continued development of the Unit’s staff members; Manage the Unit’s budgetary resources based on agreed Cluster needs and priorities; and Oversee, co-ordinate and monitor the work of the Unit teams to ensure Unit cost effectiveness and performance against results. |

CONDITIONS OF CONTRACT
The position will have an attractive, internationally competitive compensation package equivalent to a director level position in accordance with the WHO/UN salary scales; the final remuneration level to be determined in accordance with the selected candidate’s qualifications and relevant experience. The current arrangement under which Global Fund Secretariat employees have the status of WHO staff will terminate on 31 December 2008. After that date, all staff of the Global Fund will be covered under a new contractual arrangement directly with the Global Fund. |
