The Global Fund

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of finance to prevent and treat the three pandemics.  The Global Fund has so far committed more than US$10 billion to over 524 programs in 136 countries.

The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters. 

Building upon the success achieved so far, the Global Fund is adapting its structure and creating new management positions to meet the challenges of growth and expansion in the period 2008-2010.

Job Purpose Summary
& Reporting Relationships

The Health Advisory Unit is based in the Strategy, Policy and Performance Cluster, which links the evidence base for interventions against AIDS, tuberculosis and malaria with global and operational policy and technical review of Global Fund proposals.

The role of the Health Advisory Unitis to to facilitate scientific and policy support aimed at ensuring the scientific integrity of Global Fund-wide strategies and policies and to ensure that current best practices from medicine and the social sciences are reflected in programs.

The Director of the Health Advisory Unit will establish and manage this new Unit.  The Unit will include advisers in the areas of AIDS, tuberculosis, malaria and health systems, as well as Champions for Gender and Sexual Minorities to ensure incorporation of these issues in all aspects of the Global Fund’s operations.  In addition, the Unit will have a major role in representing the Global Fund in relevant technical groups and fora.

The Unit Director reports to the Director for Strategy Policy & Performance Cluster.  The Unit currently has an establishment for 9 staff.

and Objectives

The Unit Director will provide technical expertise, leadership and management of the Global Fund’s work in areas of responsibility and will:

Be responsible for guaranteeing scientific integrity of policy and incorporation of best practices by working with relevant technical partners;

Ensure proactive positioning of the Global Fund in relation to key scientific and technical partners, and engagement in key partner debates;

Represent the Global Fund in relevant technical bodies and meetings, providing inputs to relevant global policies and processes; 

Create and support relevant scientific and technical networks and collaborative relationships to ensure best practice inputs into the Global Fund policies, practices and programs.  Ensure that the Global Fund remains responsive to new technical developments and risks;

Identify and advise on key opportunities and risks in relation to scientific developments, with a strong understanding of how these work in country programs;

Champion and ensure issues relating to gender and sexual minorities are incorporated within the Global Fund’s operations and policies, ensuring strong engagement with key networks, and liaison with key bodies;

In partnership with Global Fund colleagues, support relevant technical and partner inputs to Global Fund policies, strategies and relevant grant processes.  Provide proactive guidance to ensure these represent the latest scientific and technical developments and approaches; and

Ensure that Global Fund staff are aware of recent relevant scientific developments, included organizing and leading relevant training, capacity building and seminars. 

As a senior manager of the organization, the Unit Director will:

Contribute to organization-wide development through active participation in cross-Cluster/Unit working groups and projects, and ensuring these are informed by relevant scientific and technical developments;

Participate as a key member in the Cluster’s management team and take-on Cluster-wide initiatives; actively promote cross-Unit collaboration and team-working; and

Represent the Director, Strategy, Policy & Performance Cluster as appropriate, in relevant meetings and technical consultations.

In providing strategic management and leadership to the Health Advisory Unit, the Unit Director will:

Translate the Cluster’s strategic vision into an operational plan for the Unit that is aligned with Cluster objectives and Global Fund goals that include well defined activities, milestones and performance indicators;

Provide technical and managerial leadership in the implementation of the Unit’s operational plan to achieve the targeted outcomes;

Provide technical and strategic leadership to Unit staff, ensuring the attainment of expected outcomes as well as the continued development of the Unit’s staff members;

Manage the Unit’s budgetary resources based on agreed Cluster needs and priorities; and

Oversee, co-ordinate and monitor the work of the Unit teams to ensure Unit cost effectiveness and performance against results.

PERSON SPECIFICATION

Academic Qualifications
(essential/desirable)

Essential

  • Advanced University degree in medicine, public health or related area;
  • Formal and/or on-the-job training in public health strategies and development, public health performance evaluation and reporting.

Desirable

  • Post graduate training in management or public health.

Experience
(essential/desirable)

Essential

  • Extensive senior professional experience at the management level in health and/or international development;
  • Extensive knowledge of the three pandemics: AIDS, tuberculosis and malaria;
  • Extensive experience in developing countries and/or in technical cooperation; and
  • Experience managing staff from diverse backgrounds.
Technical skills and competencies
  • Leadership and managerial capabilities managing diverse teams in relevant area;
  • Ability to work effectively with program systems and practices at all levels of complexity;
  • Sound knowledge of administrative planning, modelling techniques and relevant IT tools.

Languages

An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish.  Knowledge of other languages an asset.

CONDITIONS OF CONTRACT

The position will have an attractive, internationally competitive compensation package equivalent to a director level position in accordance with the WHO/UN salary scales; the final remuneration level to be determined in accordance with the selected candidate’s qualifications and relevant experience.

The current arrangement under which Global Fund Secretariat employees have the status of WHO staff will terminate on 31 December 2008.  After that date, all staff of the Global Fund will be covered under a new contractual arrangement directly with the Global Fund.
