The Global Fund

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of finance to prevent and treat the three pandemics.  The Global Fund has so far committed more than US$10 billion to over 524 programs in 136 countries.

The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters. 

Building upon the success achieved so far, the Global Fund is adapting its structure and creating new management positions to meet the challenges of growth and expansion in the period 2008-2010.

The Global Fund is looking for staff with a strong commitment to health and development, an open mind-set, an entrepreneurial and flexible attitude as well as strong interpersonal skills.

Job Purpose Summary
& Reporting Relationships

The Strategy & Policy Unit is based in the Strategy, Policy and Performance Cluster, which links the evidence base for interventions against AIDS, tuberculosis and malaria with global and operational policy and technical review of Global Fund proposals.

The Unit Director, Strategy & Policy, is charged with leading and managing the formulation of the Global Fund’s innovative corporate strategies and policies, providing guidance to and oversight of the Global Fund’s involvement in the global health and development architecture and the oversight of the Global Fund’s grant proposal process.

The Unit Director leads the coordination of the strategy and policy pipeline across the Global Fund, promoting cross-team collaboration, and ensures that trends and needs are proactively identified, prioritized and addressed.

The Unit Director works with strategic partners to ensure that the Global Fund is continually monitoring the external landscape to ensure that it is positioned to respond to new global initiatives of importance to the Global Fund’s mandate and to position the Global Fund effectively within them. 

S/he ensures that the Global Fund’s grant proposal process functions strategically and effectively facilitating the submission of grant proposals for potential recipients, and ensuring its coordination with the Global Fund’s policies and strategy.

The Unit Director is one of three Unit Director reporting to the Director of the Strategy, Policy and Performance Cluster (SPP).  The 24 staff members of the SPP Unit are organized into three teams: Strategic Global Initiatives, Strategy and Policy and Country Proposals, each headed by a Manager reporting to the Unit Head.

The Unit Director will provide technical expertise, leadership and management of the Global Fund’s work in areas of responsibility and will:

Monitor and respond to new global health initiatives of importance to the Global Fund’s mandate.  Carefully review the relevance of these initiatives for the Global Fund, and review new business opportunities and risks.  Initiate strategy development for these initiatives with relevant partners and internal stakeholders;

Working in partnership with internal and external stakeholders, contribute to the development of the organization’s strategy and policy, ensuring it is continually updated and relevant to the Global Fund’s fast-paced operating environment;

Ensure there is a clear policy and strategy development process, which is built from an understanding of the Global Fund model, is supported by relevant decisions in the Global Fund Board and committees and achieves wide buy-in internally and with key stakeholders; 

Coordinate priority setting, common standards and cross-team work for strategy and policy development and implementation across the Secretariat;

Support relevant policy and strategy committees in the production of internally consistent, high quality reports, documents and decision points, including the Policy and Strategy Committee of the Board, the Portfolio Committee and the cross-Secretariat Operational Policy Committee;

Work with internal and external partners to lead the country proposal process, including developing relevant guidelines, policies and strategies, and supporting the role of the Technical Review Panel.  Ensure this is a proactive and strategic function that responds to country needs and helps to build demand for Global Fund financing; and

Actively disseminate and communicate to key audiences policy, strategy and country proposal approaches and documents to ensure wide ownership and understanding of Global Fund approaches.

As a senior manager of the organization, the Unit Director will:

Contribute to organization-wide development through active participation in cross-Cluster/Unit working groups and projects, and contribution to policy development including Secretariat-wide coordination and implementation;

Participate as a key member in the Cluster’s management team and take-on Cluster-wide initiatives; actively promote cross-Unit collaboration and teamwork; and

Represent the Director, Strategy, Policy & Performance Cluster as appropriate, in high-level meetings.

In providing strategic management and leadership to the Strategy and Policy Unit, the Unit Director will:

Translate the Cluster’s strategic vision into an operational plan for the Unit that is aligned with Cluster objectives and Global Fund goals that include well defined activities, milestones and performance indicators;

Provide technical and managerial leadership in the implementation of the Unit’s operational plan to achieve the targeted outcomes;

Provide technical and strategic leadership to Unit staff, ensuring the attainment of expected outcomes as well as the continued development of the Unit’s staff members;

Manage the Unit’s budgetary resources based on agreed Cluster needs and priorities; and

Oversee, co-ordinate and monitor the work of the Unit teams to ensure Unit cost effectiveness and performance against results.

PERSON SPECIFICATION

Academic Qualifications
(essential/desirable)

Essential:

  • Advanced level university degree in related field

Desirable

  • Post graduate training in management or public health.

Experience
(essential/desirable)

Essential:

  • Extensive experience in strategy and policy formulation;
  • Extensive senior professional experience at the management level in health or international development;
  • Extensive experience in the management and delivery of services in complex organizations; and
  • Experience managing staff from diverse backgrounds.

Desirable

  • Publications in leading scientific journals;
  • Experience in strategy and policy development in the context of multilateral organizations; and
  • Knowledge of the three pandemics AIDS, tuberculosis and malaria
Technical skills and competencies
  • Leadership and management capabilities leading diverse teams in relevant area;
  • Ability to work effectively with program systems and practices at all levels of complexity; and
  • Sound knowledge of administrative planning, modelling techniques and relevant IT tools

Languages

An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish.  Knowledge of other languages an asset.

CONDITIONS OF CONTRACT

The position will have an attractive, internationally competitive compensation package equivalent to a director level position in accordance with the WHO/UN salary scales; the final remuneration level to be determined in accordance with the selected candidate’s qualifications and relevant experience.

The current arrangement under which Global Fund Secretariat employees have the status of WHO staff will terminate on 31 December 2008.  After that date, all staff of the Global Fund will be covered under a new contractual arrangement directly with the Global Fund.
