The Global Fund

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of finance to prevent and treat the three pandemics.  The Global Fund has so far committed more than US$10 billion to over 524 programs in 136 countries.

The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters. 

Building upon the success achieved so far, the Global Fund is adapting its structure and creating new management positions to meet the challenges of growth and expansion in the period 2008-2010.

Job Purpose Summary
& Reporting Relationships

The Performance & Evaluation Unit is based in the Strategy, Policy and Performance Cluster, which links the evidence base for interventions against AIDS, tuberculosis and malaria with global and operational policy and technical review of Global Fund proposals.

The Global Fund has been a pioneer in the area of performance-based funding and measuring aid effectiveness.  The Unit Director, Performance & Evaluation, will have primary corporate responsibility in leading and developing high quality innovative strategic guidance in performance-based funding, through the measuring and communication of results to a wide variety of stakeholders, and learning and adapting through evaluation.

The Performance & Evaluation Unit ensures corporate approaches to impact measurement, results reporting, and the presence of performance-based funding frameworks in all countries for Global Fund administered grants as well as the strengthening of in-country monitoring and evaluation systems, with an emphasis on driving international harmonisation partnerships with a wide range of stakeholders. 

The Unit Director also leads approaches to measuring aid effectiveness in high level fora with development partners, and presenting results to donors and Board constituents.

The Unit Director will lead the implementation of the Global Fund’s Five Year Evaluation recommendations and drive the Global Fund vision of country performance based strategies and systems through the collection and analysis of data from across the organization, as well as measurement of the effectiveness of the Global Fund’s support to countries to improve program performance and enhance impact.

The Unit Director will have responsibility and leadership for the staff, budget and work plans of the Performance and Evaluation Unit, comprising approximately 50 staff, organized into four key corporate functions and teams: Strategic Information, Program Effectiveness, Monitoring & Evaluation, and Evaluation, Quality & Learning.

The Unit Director, Performance & Evaluation, is one of three Unit Directors (Strategy & Policy, Health Advisory, and Performance & Evaluation) reporting to the Director of the Strategy, Policy and Performance Cluster (SPP).

and Objectives

The Unit Director will provide technical expertise, leadership and management of the Global Fund’s work in areas of responsibility and will:

Provide strategic guidance and high quality analysis in the area of Performance and Evaluation to shape the Global Fund’s interventions and maximize the Global Fund’s effectiveness and impact;

Develop and structure monitoring and evaluation partnerships with technical partners to track and support local monitoring and evaluation, and, with the Trustee and other financial partners, to ensure synergies between fiscal and programmatic monitoring;

With global partners, assemble and synthesise country data ensuring relevance to the Global Fund’s perspective;

Analyse and evaluate global and country level health and development contexts with a view to establishing reliable information on which to base funding decisions, report to donors and the Board, and communicate these to diverse stakeholders;

Advise on appropriate and effective portfolio recommendations that maximise impact while ensuring balance and integration, including grant investment and performance decisions;

Develop and lead discussions with internal and external partners and donors on core corporate principles, strategy, performance based funding policies, and aid effectiveness; and

Contribute to international harmonisation agendas with a wide range of partners, donors and countries to ensure performance against results, reporting to the international community on progress and developing strategies for improvement.

As a senior manager of the organization, the Unit Director will:

Contribute to organization-wide development through active participation in cross Cluster/Unit working groups and projects; including leading performance evaluation of grant investments and renewal and performance measurement;

Participate as a key member in the Cluster’s management team and take on Cluster-wide initiatives; actively lead and participate in cross-Unit collaboration and team-working. including corporate grant performance and policy bodies; and

Represent the Director, Strategy, Policy & Performance and the Global Fund as appropriate, in high-level meetings, and the Global Fund in reporting of its results to donors, board members, and development partners.

In providing strategic management and leadership to the Performance and Evaluation Unit, the Unit Director will:

Translate the Cluster’s strategic vision into an operational plan for the Unit that is aligned with Cluster objectives and Global Fund goals that include well defined activities, milestones and performance indicators;

Provide technical and managerial leadership in the implementation of the Unit’s operational plan to achieve targeted outcomes;

Provide technical and strategic leadership to Unit staff, ensuring the attainment of expected outcomes as well as the continued development of the Unit’s staff members;

Manage the Unit’s budgetary resources based on agreed Cluster needs and priorities; and

Oversee, co-ordinate and monitor the work of the Unit teams to ensure Unit cost effectiveness and performance against results.

PERSON SPECIFICATION

Academic Qualifications
(essential/desirable)

Essential

  • Advanced level university degree in health, development, economics or a related field;
  • Formal and/or on-the-job training in public health strategies and development, public health performance evaluation and reporting.

Desirable

  • Post graduate training in management or public health

Experience
(essential/desirable)

Essential

  • Considerable progressive senior professional experience at the management level in health or international development;
  • Extensive experience in leading results based performance management techniques and practices, including communicating results to a wide variety of stakeholders; and
  • Experience managing staff from diverse backgrounds.

Desirable

  • Experience in health and/or international development;
  • Publications in leading scientific journals; and
  • Knowledge of the three pandemics: AIDS, tuberculosis and malaria
Technical skills and competencies
  • Leadership and managerial capabilities leading diverse teams in relevant area;
  • Ability to work effectively with program data and systems at all levels of complexity; and
  • Sound knowledge of planning, scientific approaches, modelling techniques and relevant IT tools

Languages

An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish.  Knowledge of other languages an asset.

CONDITIONS OF CONTRACT

The position will have an attractive, internationally competitive compensation package at least equivalent to a director level position in accordance with the WHO/UN salary scales; the final remuneration level to be determined in accordance with the selected candidate’s qualifications and relevant experience. 

The current arrangement under which Global Fund Secretariat employees have the status of WHO staff will terminate on 31 December 2008. After that date, all staff of the Global Fund will be covered under a new contractual arrangement directly with the Global Fund.
