| The Global Fund | The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of finance to prevent and treat the three pandemics. The Global Fund has so far committed more than US$10 billion to over 524 programs in 136 countries. The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters. Building upon the success achieved so far, the Global Fund is adapting its structure and creating new management positions to meet the challenges of growth and expansion in the period 2008-2010. Job Purpose Summary |
The role of the Partnerships, Communications & Resource Mobilization Cluster is to facilitate the development and management of the Global Fund’s dynamic partnerships, communications and resource mobilization strategies in order to meet the Global Fund’s ambitious growth plans. Under its model as a financing mechanism that supports country ownership, the impact of Global Fund resources for AIDS, tuberculosis and malaria programs depends to a significant extent on the effective contribution of a wide range of partners, including government, technical agencies, bilateral and multilateral agencies, civil society and the private sector. The Partnerships Unit Director will maintain and strengthen relationships with all members of the Global Fund partnership. A key responsibility will be to develop and implement a comprehensive, integrated partnership strategy for the Global Fund consistent with its structure as a financing mechanism and its principles of country ownership and multi-stakeholder participation. While the Partnerships Unit will primarily be responsible for global level partnerships, the partnerships strategy will also involve collaboration with other Clusters, including the Country Programs Cluster, to support partnership development at the country and regional levels. The strategy should draw upon findings of the Five Year Evaluation of the Global Fund. The Unit Director is one of three Unit Directors that report to the Director, Partnerships, Communications & Resource Mobilization Cluster. The other Unit Directors lead the Communications and Resource Mobilization Units. The Unit Director manages through four teams: the Civil Society and Private Sector Partnerships Team, the Southern Constituencies, the Bilateral and Multilaterals Team and the Board Relations Team. The Unit currently comprises 22 staff. |
Key Responsibilities, and Objectives |
The Unit Director will provide technical expertise, leadership and management of the Global Fund’s work in areas of responsibility and will: Critical to the position will be the development of an integrated partnership strategy for the Global Fund. The strategy should be cognizant of the Global Fund’s mission, operating structure and partnership approach and provide a framework for relations with the complete range of partners (including governments, NGOs and civil society, multi and bilateral partners and the private sector) at the global level that strengthens mutual accountability for the performance of Global Fund grants and maximizes the impact of Global Fund resources; In collaboration with counterparts in other Clusters, including civil society and private sector officers in the Country Programs Cluster, develop a Secretariat-wide approach to local and regional partnerships that will support and strengthen technical assistance, capacity building, knowledge-sharing and demand mobilization; Be responsible for the coordination and development of Memoranda of Understanding or other types of agreements between the Global Fund and its partners, ensuring alignment with the Global Fund strategy; and Design and implement the high profile biennial Global Fund Partnership Forum to maximise the Global Fund’s impact and effectiveness in this area. As a senior manager within the organization, the Unit Director will: Contribute to organization-wide development through active participation in cross-Cluster/Unit working groups and projects; Participate as a key member in the Cluster’s management team and take on Cluster-wide initiatives; actively promote cross-Unit collaboration and teamworking; and Represent the Director, Partnerships, Communications and Resource Mobilization Cluster, as appropriate, in high-level meetings. In providing strategic management and leadership to the Partnerships Unit, the Unit Director will: Translate the Cluster’s strategic vision into an operational plan for the unit that is aligned with Cluster objectives and Global Fund goals that include well defined activities, milestones and performance indicators; Provide technical and managerial leadership in the implementation of the Unit’s operational plan to achieve the targeted outcomes; Provide technical and strategic leadership to Unit staff, ensuring the attainment of expected outcomes as well as the continued development of the Unit’s staff members; Manage the Unit’s budgetary resources based on agreed Cluster needs and priorities; and Oversee, co-ordinate and monitor the work of the Unit teams to ensure Unit cost effectiveness and performance against results. |

CONDITIONS OF CONTRACT
The position will have an attractive, internationally competitive compensation package equivalent to a director level position in accordance with the WHO/UN salary scales; the final remuneration level to be determined in accordance with the selected candidate’s qualifications and relevant experience. The current arrangement under which Global Fund Secretariat employees have the status of WHO staff will terminate on 31 December 2008. After that date, all staff of the Global Fund will be covered under a new contractual arrangement directly with the Global Fund. |
