The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics. The Global Fund has so far
committed more than US$10 billion to over 520 programs in 136 countries.
The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.

Role Summary & Key results expected
The Compensation and Benefits Specialist is a new role in the organization and reports to the Human Resources Manager.
The incumbent will initially be required to partner an external consultancy in the development and implementation of a new compensation and benefits strategy and policies for the organization based on rewarding performance. This will include salaries, allowances, insurance and benefits including pensions. Thereafter the role will be responsible for the management of compensation and benefits and outsourced payroll services. Dependent upon business needs, the role may require the management of a team in the future.

Key responsibilities and accountabilities include:
Acting as primary liaison between the organization and external consultants, and partnering with them in the development and implementation of a new performance driven compensation and benefits strategy to enable the organization to enhance performance by motivating individuals and driving desired behaviour using reward strategies as a lever;
Support the organization with design, implementation and communication of recognition and reward strategies and policies, and monitor and measure the success of those policies on an ongoing basis;
Identify potential developments to maintain the competitiveness of organization’s compensation and benefits program;
Maintain market intelligence; salary, benefits and benchmarking surveys, alerting senior management on latest trends and making recommendations on future developments;
Provide counsel to management on salary increases and structure movement;
Prepare compensation models for annual budgeting, year-end purposes, and rollout communication materials for mangers and employees;
Support the business in the delivery of salary annual salary reviews to ensure these are delivered on time and within budget;
Design and deliver Compensation and Benefits workshops for managers and employees;
Support the development and deployment of IT based delivery systems aimed at removing or outsourcing lower value administration;
Develop appropriate management reports; and
Monitoring the organization’s salary structure and benefits provision to ensure balance between control of costs and attracting and retaining talent.
PERSON SPECIFICATION
Qualifications and Membership
Essential:
Advanced university degree in human resource management or related area
Desirable:
Membership of Chartered Institute of Personnel and Development or similar
Evidence of continuing professional development
Post graduate training in compensation and benefits area
Experience
Essential:
Considerable number of years professional experience including some specializing in the compensation and benefits area;
Experience managing payroll for minimum 400 staff members;
Demonstrable reward experience at professional level with strong technical reward skills and knowledge of best practice;
Comprehensive experience in analyzing, interpreting, designing and delivering complex compensation and benefits packages;
Experience in implementing and using grading systems such as Hay;
Private sector experience; and
Experience of managing staff from diverse backgrounds
Desirable:
Knowledge or experience in health or international development
Knowledge of the three pandemics: AIDS, Tuberculosis and Malaria
Working with performance driven competency frameworks
Knowledge of UN pay programs
Development and deployment of IT based delivery systems

CONDITIONS OF CONTRACT
THE POSITION will have a competitive compensation package net of tax. The position would correspond to P.5 in the UN system. The person selected for this position will be appointed for a period of two years.
The current arrangement under which Global Fund Secretariat employees have the status of WHO staff will terminate on 31 December 2008. After that date, all staff of the Global Fund will be covered under a new contractual arrangement directly with the Global Fund.
