The Global Fund

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of finance to prevent and treat the
three pandemics.  The Global Fund has so far committed more than US$10 billion to over 524 programs in 136 countries.

The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing
Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters. 

The Global Fund is looking for staff with a strong commitment to health and development, an open mind-set, an entrepreneurial and flexible attitude as well as strong interpersonal skills. 
Job Purpose Summary and Reporting Relationships

The HR Business Partner reports to the Human Resources Manager and is a key member of the HR team responsible for delivering front-line HR solutions to a challenging client group in a change environment.

The position is highly visible, strategic and consultative within the organization, and is based in the HR team within the Corporate Services Cluster, under the leadership of the Human Resources and Administration Unit Head who has been tasked with leading the creation of a challenging HR Strategy with innovative working practices, initiatives, policies, procedures and organizational behaviors to increase efficiency, productivity and growth. 

The role holder will be one of a team of three HR Business Partners supporting the business through a time of change and into a challenging future.
Key Responsibilities
and Accountabilities

Key responsibilities and accountabilities include:

  • HR strategist focusing on the key areas of HR for their client group;
  • Development of client HR strategies aligned to business objectives and input into broad HR strategy;
  • Accountable for implementing HR activities tailored to enable delivery of key business objectives;
  • Guiding and supporting client managers and team leaders through change management initiatives, including organization design and restructuring;
  • Monitoring and advising on employee relations issues, geographic and gender targets,  talent planning, retention, recognition and reward, succession planning, reassignments and performance management to drive and build strong performance based culture;
  • Partnering with HR specialists to provide support to their client base on such matters as recruitment, learning and development, and compensation and benefits;
  • Project management and/or significant input into various HR initiatives and projects;
  • HR lead on transition plans for client area in line with organizational objectives and encompassing best HR practice;
  • Coach and influence managers in dealing with key people management and development issues to drive high performance culture;
  • Provision of expert advice on application of HR policies, procedures and best practice ensuring equity, transparency and consistency in their interpretation and application;
  • Drive and contribute to change management initiatives to make the Global Fund the ‘best place to be in healthcare’
  • Support the Human Resources Manager with organizational initiatives and delivery of HR strategy.

PERSON SPECIFICATION

Qualifications and Membership

Essential:

  • Advanced university degree in human resource management, public or business administration, law, industrial relations, psychology or other social science

Desirable:

  • Membership of Chartered Institute of Personnel and Development or similar
  • Evidence of continuing professional development
Experience

Essential:

  • Several years experience gained at strategic and operational levels in human resources;
  • Track record of successfully delivering HR solutions across a broad range of activities;
  • Experience in formulating departmental level HR strategies and policy writing;
  • Private sector experience; and
  • Experience working with staff from diverse backgrounds.

Desirable:

  • Knowledge or experience in health or international development
  • Knowledge of the three pandemics: AIDS, Tuberculosis and Malaria
  • Experience developing family-friendly policies and initiatives
  • Experience in working with staff from diverse backgrounds
  • Working with competency frameworks
Technical skills and competencies

Skills:

Languages

Excellent knowledge of English or French with good working knowledge of the other language.  Additional languages an asset.

CONDITIONS OF CONTRACT

THE POSITION will have a competitive compensation package net of tax. The position would correspond to P4 in the UN system. The person selected for this position will be appointed for a period of two years.

The current arrangement under which Global Fund Secretariat employees have the status of WHO staff will terminate on 31 December 2008.  After that date, all staff of the Global Fund will be covered under a new contractual arrangement directly with the Global Fund.
