The Global Fund

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of finance to prevent and treat the
three pandemics.  The Global Fund has so far committed more than US$10 billion to over 524 programs in 136 countries.

The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing
Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters. 

The Global Fund is looking for staff with a strong commitment to health and development, an open mind-set, an entrepreneurial and flexible attitude as well as strong interpersonal skills. 
Role Summary & Key results expected

The Recruitment Team Leader reports to the Human Resources Manager and is responsible for leading and managing the recruitment team in the development of international resourcing strategies, campaigns and individual solutions to meet the needs of the business, in addition to managing recruitment requirements for their own client base.

The role is both a strategic and an operational one which will require the incumbent to work at both levels, to deadlines and under pressure The incumbent will be required to drive best practice and deliver against challenging requirements in a growing and changing environment.

The recruitment team currently comprises three recruiters and two administrators.
Key Responsibilities
and Accountabilities

Key responsibilities and accountabilities include:

  • Formulation of recruitment strategies and operating plans to support organizational objectives;
  • Management of the day to day recruitment team; supporting, guiding and mentoring team members in delivery of high quality international recruitment service;
  • To scope, define and manage successful, cost effective recruitment methodologies in the context of best practice for the recruitment team;
  • Responsibility for recruitment cycle for own client base partnering with line managers to ensure generation of job descriptions/vacancies/assessments to attract and recruit high quality candidates, and to support recruiting line managers on panel interviews, with selection methodologies and reference checks ensuring that correct recruitment decisions are made and justified in production of selection panel reports;
  • Lead the recruitment of senior roles;
  • Build external networks; utilising outreach/talent pools to support direct sourcing of diverse talent;
  • Design and delivery of recruitment and training workshops for hiring managers;
  • To ensure that the process develops strong relationships with desirable candidates during the recruitment cycle, ensuring this company is perceived as an employer of choice;
  • To ensure the recruitment process administration (from inception to production of offer) is efficient and effective;
  • Management of third party suppliers;
  • To enhance the brand and promote the organization as an employer of choice by attending careers fairs, presentations and through networking forums; and
  • Preparation of reports and statistics.

PERSON SPECIFICATION

Qualifications and Membership

Essential:

  • Advanced university degree in human resource management, public or business administration, law, industrial relations, psychology or other social science

Desirable:

  • Membership of Chartered Institute of Personnel and Development or similar
  • BPS or similar accreditation
  • Evidence of continuing professional development
Experience

Essential:

  • Evidence of several years of progressive track record in HR with substantive recruitment experience;
  • Experience of leading and managing an in-house recruitment team recruiting worldwide;
  • Experience in developing and translating strategies into actionable plans;
  • Track record of successfully delivering recruitment solutions and meeting targets;
  • Competency based recruitment and selection;
  • Understanding and use of a variety of recruitment methodologies;
  • Private sector experience; and
  • Experience working with staff from diverse backgrounds.

Desirable:

  • In-house as well as agency background;
  • Knowledge or experience in health or international development;
  • Knowledge of the three pandemics: AIDS, Tuberculosis and Malaria;
  • Experience in managing staff from diverse backgrounds; and
  • Experience in design of assessment centres
Technical skills and competencies

Skills:

  • Knowledge of human resources management theories and principles;
  • Knowledge of cutting edge recruitment trends and practices;
  • Ability to work with ambiguity and complexity;
  • Business acumen with ability to understand complex organizational environment;
  • Ability to influence at all levels of the organization; and
  • Computer literacy.

Languages

Excellent knowledge of English or French with good working knowledge of the other language.  Additional languages an asset.

CONDITIONS OF CONTRACT

THE POSITION will have a competitive compensation package net of tax. The position would correspond to P4 in the UN system. The person selected for this position will be appointed for a period of 2 years.

The current arrangement under which Global Fund Secretariat employees have the status of WHO staff will terminate on 31 December 2008.  After that date, all staff of the Global Fund will be covered under a new contractual arrangement directly with the Global Fund.
