The Global Fund

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics.  The Global Fund has so far committed over US$10 billion to over 520 programs in 136 countries.

The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.

Role Summary & Key results expected

The Global Initiatives Strategy Coordinator

  • Guides and conducts monitoring of external landscape to identify emerging Global Initiatives and manages the “pipeline” of Global Initiatives work;
  • Leads and conducts relevant analysis and carries out consultation and synthesis on specific Global Initiatives;
  • Coordinates the development of new initiatives proposals (analysis/options/recommendations);
  • Manages development and drafts formal papers and other written documents for the Board, its committees and Senior Management.

The Global Initiatives Strategy Coordinator works across clusters, units and teams of the organization and with relevant external partners

Key Responsibilities
and Accountabilities
  • Identifies key developments in the external landscape and manages the “pipeline” of the Global Fund’s work on Global Initiatives:
    • Guides and conducts research on new developments to identify emerging Global Initiatives of strategic interest to the Global Fund, as well as potential gaps;
    • Participates in relevant strategic fora with partners;
    • Manages the development of materials to brief senior management and inform decision-making on priorities, timelines, and responsibilities;
    • Guides the development, maintenance and dissemination of a consolidated picture of the status of all pending and ongoing Global Initiative issues.
  • Leads and conducts relevant analysis and carries out consultation and synthesis on specific Global Initiatives:
    • Identifies key issues and guides information gathering and synthesis on specific Global Initiatives issues drawing implications from it;
    • Oversees and performs qualitative and quantitative analyses;
    • Develops and assesses strategic options for Global Fund positioning in relation to new initiatives and recommendations for engagement of the Global Fund;
    • Consults internal and external stakeholders; sets up and manages formal consultation processes where needed;
    • Contributes to related strategy and policy workstreams as representative of Global Initiatives Team.
  • Coordinates development of new initiatives proposals (analysis/options/recommendations):
    • In coordination with Global Initiatives Development team and other teams in the Secretariat, drives development of new initiative proposals;
    • Manages related work planning and stakeholder processes, including the work of external consultants;
    • Engages and negotiates with external stakeholders in the creation of new initiatives, drawing in relevant expertise and ensuring close ongoing collaboration.
  • Manages development and drafts formal papers and other written documents for the Board, its committees and Senior Management:
    • Manages the development and drafting of documents for consideration by Senior Management, the Board or its committees and partners;
    • Oversees drafting of briefings, analytic notes or other documents to share updates and insights within Secretariat and with external partners;
    • In doing so, solicits and manages contributions from relevant Secretariat clusters/units/teams/working groups, ensuring appropriate inputs and high-quality, timely deliverables.

PERSON SPECIFICATION

Qualifications and Membership

Essential:

  • Advanced university degree in management, business administration, public health, social sciences or other relevant area.
Experience

Essential:

  • Seven to ten years of professional experience, including a minimum of two years in management consulting, strategy/policy development and analysis, and/or program planning and delivery, preferably with some international experience;
  • Solid understanding of and experience with strategic, organizational and management issues as well multi-stakeholder processes and negotiations.

  Desirable:

  • Global public health, international development or non-profit experience preferable; work in these areas in a developing country a plus;
  • Familiarity with the Global Fund and its business model.

Languages

An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish.  Knowledge of other languages an asset.

CONDITIONS OF CONTRACT

THE POSITION will have a competitive compensation package net of tax. The position would correspond to P.4 in the UN system. The person selected for this position will be appointed for a period of two years.

The current arrangement under which Global Fund Secretariat employees have the status of WHO staff will terminate on 31 December 2008.  After that date, all staff of the Global Fund will be covered under a new contractual arrangement directly with the Global Fund.
