The Global Fund

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics.  The Global Fund has so far
committed over US$10 billion to over 520 programs in 136 countries.

The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing
Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters. 

The Global Fund is looking for staff with a strong commitment to health and development, an open mind-set, entrepreneurial and flexible attitudes as well as strong interpersonal skills.
Role Summary & Key results expected

The Global Initiatives Strategy Officer

  • Monitors the external landscape and dialogue on the international health architecture to identify emerging Global Initiatives and strategic opportunities/ needs for the Global Fund;
  • Tracks and supports the management of the overall “pipeline” of Global Initiatives work of the Global Fund;
  • Carries out supporting analysis and supports consultation on specific Global Initiatives; and
  • Drafts and/or supports the development of briefings, analytic notes and formal papers.

The Global Initiatives Strategy Officer works across clusters, units and teams of the organization and with relevant external partners.

Key Responsibilities
and Accountabilities
  • Monitors the external landscape and dialogue on the international health architecture to identify emerging Global Initiatives and strategic opportunities/ needs for the Global Fund:
    • Conducts research to identify relevant internal and external information and proactively monitors key developments;
    • Synthesizes and analyzes this information, identifying trends and emerging Global Initiatives;
    • Draws implications in terms of adequacy of current architecture, new Global Initiatives proposed or required and the Global Fund’s strategic positioning.
  • Tracks and supports the management of the overall “pipeline” of Global Initiatives work of the GF:
    • Gathers and sorts all emerging suggestions for new Global Initiatives;
    • Supports the development of key materials and briefings to facilitate senior decision-making on Global Initiatives priorities, timelines, and responsibilities;
    • Develops, maintains, and disseminates a consolidated picture of the status of all pending and ongoing GI issues.
  • Carries out supporting analysis and supports consultation on    specific Global Initiatives:
    • Performs research on  specific; priority Global Initiatives issues drawing implications from it;
    • Performs qualitative and quantitative analyses as required;
    • Supports the development and assessment of strategic options and recommendations for engagement of the Global Fund;
    • Consults internal and external stakeholders as appropriate, organizing formal consultation processes where needed;
    • Contributes to related strategy and policy workstreams as representative of Global Initiatives Team
  • Drafts briefings and analytic notes and supports the development of formal papers:
    • Drafts briefings, analytic notes or other documents to share updates and insights within team or Secretariat;
    • As applicable, supports the development of GI-related documents for consideration by the relevant Secretariat stakeholders, the Board or its committees;
    • In doing so, solicits and manages contributions from relevant Secretariat clusters/units/teams/working groups, ensuring appropriate inputs and high-quality, timely deliverables.

PERSON SPECIFICATION

Qualifications and Membership

Essential:

  • Either advanced university degree in management, business administration, public health, social sciences or other relevant area; Or equivalent professional training Or self study/work experience.
Experience

Essential:

  • Three to six years of professional experience, including a minimum of two years in management consulting, strategy/policy development and analysis, and/or program planning and delivery, preferably with some international experience;
  • Understanding of strategic issues and multi-stakeholder processes.

Desirable:

  • Global public health, international development or non-profit experience preferable; work in these areas in a developing country a plus;
  • Familiarity with the Global Fund and its business model.
Technical skills and competencies

Languages

An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish.  Knowledge of other languages an asset.

CONDITIONS OF CONTRACT

THE POSITION will have a competitive compensation package net of tax. The position would correspond to P.3 in the UN system. The person selected for this position will be appointed for a period of two years.

The current arrangement under which Global Fund Secretariat employees have the status of WHO staff will terminate on 31 December 2008.  After that date, all staff of the Global Fund will be covered under a new contractual arrangement directly with the Global Fund.
