The Global Fund

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics.  The Global Fund has so far
committed more than US$10 billion to over 520 programs in 136 countries.

The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters. 

The Global Fund is looking for staff with a strong commitment to health and development, an open mind-set, entrepreneurial and flexible attitudes as well as strong interpersonal skills.
Role Summary & Key results expected

The Manager, Private Sector Resource Mobilization, will report to the Director, Resource Mobilization Unit, and will lead the Global Fund’s activities to mobilize resources from the Private Sector in support of the Global Fund’s work and mission to fight AIDS, tuberculosis and malaria:

  • Develop and implement a growth strategy to achieve the long-term target of securing 10% of total Global Fund resource needs from the Private Sector;
  • Oversee current priority resource mobilization efforts focused on consumer marketing initiatives, corporate partnerships and philanthropic gifts;
  • Lead business development efforts targeting new initiatives and co-ordinate direct outreach by high-level advocates to donors/partners;
  • Guide development of supportive policies and infrastructure required to achieve private sector resource mobilization goals;
  • Manage the Private Sector Resource Mobilization team;
  • Ensure coordination of team activities with key internal and external stakeholders; and
  • Represent the Global Fund and its work with the Private Sector at public forums and events.
Key Responsibilities
and Accountabilities
  • Develop and implement a growth strategy to achieve the long term target of securing 10% of total Global Fund resource needs from the Private Sector:
    • Engage support of key internal and external stakeholders;
    • Secure partnerships and resources necessary for implementation;
    • Prioritize and sequence activities for maximum impact;
    • Ensure achievement of annual Corporate Key Performance Indicator (on Private Sector Resource Mobilization).
  • Oversee current priority resource mobilization initiatives and partnerships:
    • Manage sub-teams focused on priority segments: consumer marketing initiatives, corporate partnerships and philanthropic major gifts;
    • Guide growth in each priority segment, ensuring that annual and long-term targets are met;
    • Lead high-level negotiations/solicitations;
    • Manage ongoing relationships with key partners and donors.
  • Lead business development efforts targeting new initiatives and co-ordinate direct outreach by high-level advocates to donors/partners.
  • Manage the Private Sector Resource Mobilization team:
    • Develop overall team work plans and priorities;
    • Develop and manage team budget;
    • Directly supervise sub-team leaders for consumer, corporate and philanthropic segments;
    • Ensure ongoing professional development and strengthening of team.
  • Ensure coordination of team activities with key internal and external stakeholders:
    • Liaise with teams across the Secretariat to achieve both the Private Sector resource mobilization objectives and the Global Fund’s overall corporate objectives;
    • Liaise with the Private Sector Delegation and the Private Foundations Delegation of the Global Fund Board.
  • Represent the Global Fund and its work with the private sector at public forums and events

PERSON SPECIFICATION

Qualifications and Membership

Essential:

  • An advanced university degree in Business Administration or other related fields.
Experience

Essential:

  • 11 to 15 years of experience in private sector resource mobilization and/or business development.
  • Experience in leading:
    • private sector resource mobilization initiatives with over $25 million in annual revenues
    • multi-country marketing and/or fundraising campaigns.
  • Experience in working with / managing partnerships with:
    • major multi-national corporations (Global 500)
    • INGOS and/or Multilateral agencies
    • Programs in developing countries.

Desirable:

  • Basic knowledge of HIV/AIDS, tuberculosis and/or malaria.
  • Professional experience working in a developing country.
Technical skills and competencies

Skills:

  • Strategic planning.
  • Project management

Competencies:

  • Strong business development, sales and marketing skills
  • Strong donor stewardship and relationship management skills
  • Strong negotiation skills
  • Strong writing and presentation skills;
  • General knowledge of HIV/AIDS, TB and/or malaria.

Languages

An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish.  Knowledge of other languages an asset.

CONDITIONS OF CONTRACT

THE POSITION will have a competitive compensation package net of tax. The position would correspond to P.5 in the UN system. The person selected for this position will be appointed for a period of two years.

The current arrangement under which Global Fund Secretariat employees have the status of WHO staff will terminate on 31 December 2008.  After that date, all staff of the Global Fund will be covered under a new contractual arrangement directly with the Global Fund.
