The Global Fund

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics.  The Global Fund has so far
committed more than US$10 billion to over 520 programs in 136 countries.
The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.

Role Summary & Key results expected

The Senior Operational Policy Officer reports to the Manager, Global Fund Strategy and Policy.
The Senior Operational Policy Officer:

  • Identifies and tracks operational policy needs, and maintains the overall picture of operational policy issues
  • Coordinates and oversees, or conducts, the development of operational policies and related documents
  • Enables and supports discussion and decision-making by the Operational Policy Committee (OPC) on operational policies
  • Provides ongoing secretariat support to the OPC; and
  • As needed, supports upstream development and downstream implementation of Global Fund strategies and policies

The Senior Operational Policy Officer works across clusters, units and teams of the organization, both at working level and with senior management.
The Senior Operational Policy Officer gets support in his/her tasks from, and oversees the work of the Operational Policy Officer.

Key Responsibilities
and Accountabilities

Identifies and tracks operational policy needs, and maintains the overall picture of operational policy issues

  • Develops, maintains and disseminates a consolidated picture of the status of all pending and ongoing operational policy issues
  • Consults across the Secretariat and conducts analyses to identify operational policy needs

Coordinates and oversees, or conducts, the development of operational policies and related documents

  • Coordinates working-level responsibilities for drafting operational policies
  • Ensures appropriate cross-functional input and sign-off
  • As necessary, leads development of selected operational policies, in collaboration with relevant teams within the Secretariat, including developing and assessing policy options or recommendations for OPC decision
  • Consults stakeholders as appropriate, setting up and managing formal consultation processes where needed

Enables and supports discussion and decision-making by the OPC on operational policies

  • Drafts briefings, analytic notes or other documents to enable the OPC and its Chair to make informed decisions on operational policies
  • Facilitates – through the development of key materials and other support – decision-making on operational policy priorities, timelines and working arrangements

Provides ongoing secretariat support to the OPC

  • Develops OPC meeting schedule, agendas and minutes
  • Ensures appropriate inputs and high-quality, timely deliverables for OPC consideration

As needed, supports upstream development and downstream implementation of Global Fund strategies and policies

  • Provides input, or carries out research, analysis and consultation, on specific strategy and policy issues (particularly those with a strong link to operational policy)
  • Supports the work of relevant Secretariat units/teams to implement specific strategies and policies
  • Contributes to specific cross-functional initiatives/workstreams as a representative of the Strategy & Policy Team

PERSON SPECIFICATION

Qualifications

Essential:

  • Advanced university degree in business administration, public health, public policy/administration, or other relevant area
Experience

Essential:

  • Seven to ten years of professional experience, including a minimum of two years in management consulting, policy development and analysis, and/or program planning, preferably with some international experience
  • Solid understanding/experience of strategic, organizational, management and policy issues

Desirable:

  • Global public health, international development or non-profit experience preferable; work in these areas in a developing country a plus
  • Experience of grant management or program delivery in a developing country
  • Familiarity with the Global Fund and its business model

Languages
  • An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish.  Knowledge of other languages an asset.

CONDITIONS OF CONTRACT

THE POSITION will have a competitive compensation package net of tax. The position would correspond to P.4 in the UN system. The person selected for this position will be appointed for a period of two years.

The current arrangement under which Global Fund Secretariat employees have the status of WHO staff will terminate on 31 December 2008.  After that date, all staff of the Global Fund will be covered under a new contractual arrangement directly with the Global Fund.
