The Global Fund

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics.  The Global Fund has so far committed more than US$10 billion to over 520 programs in 136 countries.

The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.

Role Summary & Key results expected

This position is within the Grant Renewals Team in the Country Programs Cluster.  The Grant Renewals Team is responsible for the implementation of policies, procedures, and practices to enable efficient and transparent grant renewal processes after two years of program implementation.  As grants near the end of the Phase 2 period, the team is also responsible for managing several of the processes to fund grants beyond Phase 2 and developing and operationalizing relevant policies.

Key Responsibilities
and Accountabilities

The Policy Support Officer reports directly to the Manager, Grant Renewals Team, and will:

  • Assist in developing and implementing grant renewals policy,  including drafting discussion papers, preparing presentations, and circulating documents;
  • Provide detailed support on policy issues, including developing forms and drafting letters, appropriate templates, and guidance documents;
  • Prepare for and participating in working groups as required;
  • Assist in developing training modules and preparing training materials;
  • Liaise with other units within the organization on information storage and retrieval, to ensure that the document libraries are consistent and up-to-date;
  • Provide general support to meetings (such as scheduling meetings, taking minutes, assisting with follow-up);
  • Draft documents as required;
  • Assist with ad hoc tasks on other team members’ projects;
  • Provide other general support to the team as required.

PERSON SPECIFICATION

Qualifications and Membership

Essential:

  • University degree in public administration/development or comparable academic preparation or equivalent professional training or self-study/work experience.
Experience

Essential:

  • A minimum of (a) two years in a policy support and/or operationalization function; or
  • (b) two years in a process support and/or operationalization function.
Technical skills and competencies

Skills:

  • Proficiency in Microsoft Office, especially Word and PowerPoint;
  • Experience in creating and delivering convincing and effective presentations.

Competencies:

  • Reliable team member with strong interpersonal and coordination skills to work in a multi-cultural team;
  • Ability to deliver results on time and under high pressure;
  • Ability to multi-task effectively across multiple projects;
  • Strong skills in internal consensus building across different departments.

CONDITIONS OF CONTRACT

THE POSITION will have a competitive compensation package net of tax. The position would correspond to a P2 in the UN system. The person selected for this position will be appointed for an initial period of two years.

The current arrangement under which Global Fund Secretariat employees have the status of WHO staff will terminate on 31 December 2008.  After that date, all staff of the Global Fund will be covered under a new contractual arrangement directly with the Global Fund.
