The Global Fund
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a
global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the
three pandemics. The Global Fund has so far committed more than US$10 billion to over 520 programs in 136 countries.
The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing
Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.

Role Summary & Key results expected
The Senior Country Coordinating Mechanism (CCM) Support Officer serves in the CCM team within the Country Programs Cluster of the Global Fund. The Senior CCM Support Officer reports to the CCM Manager and works with Fund Portfolio Managers and Regional Team Leaders to mobilize support to address CCM related issues arising with the Global Fund grants. This includes work to diagnose problems, research and assess possible resolutions to the problem; work with grantees and secretariat to ensure that appropriate systems and policies are developed to facilitate CCM functioning. The Senior CCM Support Officer may also liaise with major Global Fund partners to coordinate information to ensure harmonization and alignment of the Global Fund practices with in-country systems.
Key Responsibilities
and Accountabilities
In particular, the Senior CCM Support Officer will:
Review, revise and strengthen the core CCM model and support in-country relationships with an emphasis on civil society and the private sector, in collaboration with CCM Managers and FPMs to keep pace with evolving trends, and to resolve issues related to grants;
Develop cross-culture teaching methods on governance as well as up-to date training tools for use by CCMs and technical service providers;
Plan and present training to trainers as well as organize interdepartmental learning seminars, training, and expert panels to share good/best governance practices and lessons learned;
Work with a variety of GF partners to strengthen CCM roles and responsibilities in order to improve its core functions of proposal development and grant oversight;
Coordinate technical service provisions, including travel to counties, recruiting appropriate consultants and monitoring follow-up activities/work;
Work with FPMs to problem-solve and develop solutions related to high-level institutional conflict negotiation/resolution and specific grant performance issues;
Contribute ‘in-country experience’ to the development of operational policies that respond to the needs of grant recipients and stakeholders;
Performs other duties such as preparing reports and other documents.
PERSON SPECIFICATION
Qualifications
Essential:
Advanced degree in public health, health education, or other relevant field is preferred.
Experience
Essential:
At least seven years experience in project management focusing on teaching/training of trainers/educators, preferably in developing countries;
Three years facilitating conflict mediation or three years managing a Board of Directors;
At least three years of facilitation/training experience including materials development.
Desirable:
Previous grant and financial management experience;
Experience in multi-cultural governance and facilitation.
Technical skills and competencies

Negotiation and diplomatic skills, especially with senior officials and different cultural environments;
Outstanding written and oral communications skills;

CONDITIONS OF CONTRACT
THE POSITION will have a competitive compensation package net of tax. The position would correspond to P4 in the UN system. The person selected for this position will be appointed for an initial period of two years.
The current arrangement under which Global Fund Secretariat employees have the status of WHO staff will terminate on 31 December 2008. After that date, all staff of the Global Fund will be covered under a new contractual arrangement directly with the Global Fund.
