Objectives:
to provide information on the coordination between CCMs and other on-going coordination activities at the country level to fight the three diseases, with special attention to national ownership and integration with national health policies and poverty reduction strategies.
Methods:
Review of available information in the UNAIDS Secretariat on country level processes and practices with special reference to HIV/AIDS.
Results:
This short paper reviews coordination issues at country level: role of CCMs, national ownership of coordination processes, consensus building, mobilisation of (additional) resources, development of public/private partnerships, risks of duplication of efforts. Previous experiences in coordination of national responses to HIV/AIDS are described:
National Aids Councils (NACs)
UN country-level HIV/AIDS response
CCMs and national HIV/AIDS co-ordination.
Key areas to consider in a broader assessment of CCMs are proposed: national ownership, additionality to existing national programmes, respect for country partnership-led formulation and implementation processes, development and evolution of CCMs.
