To facilitate dialogue with NGOs and obtain their input to the proposed Global Fund, the Technical Support Secretariat (TSS) facilitated a consultation meeting with NGOs on 12-13 November 2001 in Brussels. The objective of this consultation was to gain specific NGO and civil society input, experience and views on how the Global Fund should be structured and operate in order to support the scaling up of community-level responses. In addition, a series of regional consultations involving NGOs as part of country teams were initiated.
