    The Global Fund was established to achieve impact on the three diseases and to contribute to poverty reduction as part of the Millennium Development Goals.

    Its work on effectiveness critically assesses whether its aid is effective in achieving development results, strengthens health systems and promotes value for money.

    Assessing effectiveness

    Aid effectiveness - At the core of the Global Fund's work in aid effectiveness is the goal to deliver aid as effectively as possible to maximize impact. The Global Fund regularly monitors the transaction costs associated with its financing and improves policies and processes where needed. The Global Fund's commitment in this area follows the Paris Declaration on Aid Effectiveness.

    Health systems strengthening - Effective health systems are indispensable to achieve sustainable results in the fight against the three diseases. The Global Fund monitors the value of investments in health systems strengthening and aims to measure, in collaboration with partners, the outcomes and effects of these investments in countries.

    Value for money - The Global Fund contributes to developing tools and guidelines for countries to measure the efficiency and effectiveness of their interventions against the three diseases. Countries will be able to use these tools to improve program planning and budgeting. This work is carried out together with partners such as the World Health Organization and the U.S. President's Emergency Plan for AIDS Relief.
