By the end of 2009, the Global Fund had invested more than US$ 10 billion in disease programs in partner countries. Set up to mitigate the impact of the three diseases in countries in need, the Global Fund is committed to delivering effective aid to maximize the impact of its financing.
The Global Fund’s commitment to aid effectiveness is laid out in its Framework Document (PDF - 232 KB) that contains many of the same principles later adopted by signatories to the Paris Declaration on Aid Effectiveness, including country-owned and aligned programs, a partnership model and commitment to delivering accountable results.
The Global Fund is a signatory member to a number of international initiatives aiming to improve aid effectiveness, of which the Paris Declaration on Aid Effectiveness is the most significant. Signed in 2005 by more than 100 countries and development partners, the declaration rests on five principles which maintain that aid is more likely to promote development when:
countries have ownership over their development process
alignment is to national systems and strategies;
donors harmonize their procedures with one another
countries and donors focus on managing for results
countries and donors accept mutual accountability for the development process/
Twelve indicators with targets for the year 2010 were set, for which progress is measured on a biennial basis. The Global Fund also endorsed the 2008 Accra Agenda for Action, which reinforced global commitments to aid effectiveness.
Aid effectiveness initiatives in global health
The Global Fund is committed to the UNAIDS principles of the "Three Ones" and is a member of the Global Task Team on Improving AIDS Coordination Among Multilateral Institutions and International Donors. In addition, the Global Fund is a participant in the International Health Partnership and the Global Campaign for the Health Millennium Development Goals (MDGs), both initiatives aimed at improving aid effectiveness in the health sector of countries in need.
