Mid-Term Review of the Second Voluntary Replenishment (2008 - 2010)

Cáceres, Spain, 30 March - 1 April 2009

To provide sustained and predictable support for the programmes it finances, the Global Fund works with a funding mechanism based on periodic replenishments. At the replenishment conference in Berlin in September 2007, pledges were made for the Second Replenishment cycle 2008-2010. It was also agreed “to hold a mid-term meeting in 2009 as part of the replenishment process to review the performance of the Global Fund and to consider additional funding dependent on an updated demand estimate by the Global Fund, and Global Fund performance, [and] also plan for the third replenishment, for 2011 and beyond.” The Board of the Global Fund endorsed this decision in November 2008.

The Government of Spain has graciously agreed to host this Mid-Term Review meeting. It was held 30 March - 1 April 2009 in Cáceres, in the Extremadura region of Spain. Former Managing Director of the World Bank, Sven Sandström, chaired the meeting. Participation was on invitation and involved donors who have made contributions to the Global Fund for the Second Replenishment cycle 2008-2010, as well as partner agencies and other stakeholders.
