    Assessment of Country Coordinating Mechanisms: Performance Baseline

    As a key element in the Global Fund's architecture, Country Coordinating Mechanisms (CCMs) are central to the Global Fund's commitment to local ownership and participatory decision-making. These country-level partnerships develop and submit grant proposals to the Global Fund based on priority needs at the national level. After grant approval, they oversee progress during implementation. In November 2004, the Board of the Global Fund and its respective committees requested the Technical Evaluation Reference Group (TERG) to develop tools and to provide measures of the composition and performance of Country Coordinating Mechanisms. This paper describes the methods used and findings of the assessment of CCMs. The paper also highlights the rapid responses of CCMs to gaps identified by the assessment and to the issuance of the Revised Guidelines on the Purpose, Structure and Composition of Country Coordinating Mechanisms and Requirements for Grant Eligibility. The CCM assessment study was carried out between March and July 2005.
