The Global Fund focuses on performance by linking the provision of funding to the achievement of clear, measurable and sustainable results. The aim is to ensure the most effective use of resources by funding only services which deliver results for the people who need them most.
The Global Fund's four-tier performance evaluation framework is a pyramid, building from an evaluation of the core functions of the Global Fund Secretariat at the base, through evaluation of grant performance and the effectiveness of Global Fund financing, to measuring the impact achieved on the three epidemics at the apex as the ultimate goal of the Global Fund.
