Monitoring and Evaluation (M&E) Toolkit - 2006 version

To support the monitoring and evaluation of programs a toolkit for the three diseases has been developed by a wide range of institutions. The purpose of the toolkit is to provide in one place the "essentials" of agreed upon best practice as well as references to key materials and resources. You will find descriptions of the major indicators, how they fit into general monitoring and evaluation, and frequently asked questions and answers. The toolkit has been updated in a Second Edition of January 2006.

M&E Systems Strengthening Tool
In the spirit of the M&E component of the “Three Ones†a number of multilateral and bilateral organizations and initiatives have collaborated to develop a tool to enable organizations to evaluate their M&E plans and systems. The M&E Systems Strengthening Tool is designed to be a generic tool for assessing the data collection, reporting and management systems used to measure indicators of program and project success. Simply put, this tool primarily addresses the M&E plan and systems that need to be in place in order to collect and second channel data upwards within a reporting system for aggregation into relevant indicators for program management and reporting.
The M&E Systems Strengthening Tool is available in two different formats: the PDF version (2.5 MB) (currently available in English and French) is designed to be used by all parties to understand the process and the results from the stakeholder workshop during which the tool is usually implemented.
The excel version (in English, French, Spanish, Portuguese and Russian), with detailed formulas and drop-down options, is better suited for the stakeholder workshop facilitator and/or a rapporteur for transcription and consolidation of workshop results into one country updated checklist.
In addition, guidelines for the implementation of the tool are available in different languages (English, French, Spanish, Portuguese and Russian) for use in-country.
The "Three Ones":
- one agreed HIV/AIDS action framework that provides the basis for coordinating the work of all partners
- one national AIDS coordinating authority, with a broad-based multisectoral mandate
- one agreed-upon country-level monitoring and evaluation system

Framework for Operations Research
The Framework for Operations and Implementation Research in Health and Disease Control Programs is a result of a collaborative effort between the Global Fund, the Special Program for Research and Training in Tropical Diseases (TDR) and a number of international partner organizations. The overall goal of the document is twofold: one is to standardize the practice of operations research across the international health community, and the second is to stimulate the integration of OR into health and disease control programs. The range of target audiences for this document is wide and varies from program implementers to policy-makers, from researchers to healthcare practitioners, from donors to government agencies, from technical organizations to civil society and other stakeholders.
