Financial Management Support

Global Fund implementing partners, responsible for implementing grants, play a critical role in fighting AIDS, tuberculosis and malaria and in achieving impact worldwide. To achieve even more impact, we offer opportunities for these grant implementers to strengthen their financial management and oversight.


The Financial Management Handbook for Grant Implementers outlines the core aspects required for a robust financial management system and sets out the required standards expected for the optimal and efficient use of funds.

The handbook:

  • Helps implementers know and understand the various stages of the funding cycle and the role and relevance of a financial management system at each stage
  • Describes the financial management principles in place by the Global Fund to control and mitigate operational fiduciary and financial risks related to grant implementation
  • Provides clear guidance and clarifies expectations on the Global Fund’s financial management system requirements

Service providers

The Global Fund has pre-qualified service providers to support implementers in strengthening their financial management systems to help achieve the standards outlined in the handbook. The providers were pre-qualified based on technical and cost factors.

The pre-qualification of service providers:

  • Facilitates implementers in receiving required technical cooperation through qualified service providers
  • Enables implementers to obtain financial management strengthening support in a timely and efficient manner
  • Supports implementers in achieving value for money in addressing financial management challenges

The providers are available to provide:

  • Financial management information systems: To support implementers in deploying or optimizing a financial management information system that meets international best practice
  • Mobile device solutions: To assist implementers in building a suite of mobile application functionality to improve grant management, such as to leverage the use of mobile/hand-held device and cloud technologies
  • Mobile money solutions: To support implementers in building an alternative payment method that may be presented in a cashless way through mobile network operators
  • Consultancy services for capacity building: To provide a range of consultancy services geared toward the implementation and monitoring of capacity building action plans for financial management of implementers

Accessing support

The providers may provide the services for which they have been pre-qualified, as requested by and under direct agreement with implementers.
