To accelerate the end of AIDS, TB and malaria, the Global Fund recognizes as essential the need to support countries to strengthen sustainability, enhance domestic financing, and prepare for transition from external financing.
Approved in 2016, the Global Fund’s Sustainability, Transition and Co-Financing Policy [ download in English | Español | Français ] outlines the high-level principles for engaging with countries to strengthen the sustainability of Global Fund-supported programs and support successful transitions from Global Fund financing.
At the request of the Strategy Committee of the Global Fund Board, the Technical Evaluation Reference Group conducted in 2019 a review of the operationalization and implementation of the Sustainability, Transition and Co-Financing Policy. The review explores the initial impact of the policy across a wide variety of thematic areas at the country and corporate levels, highlights initial efforts to implement the policy, and provides insights into ways in which the implementation of the policy might be improved. It provides recommendations addressed to the Global Fund, implementing countries and technical partners.
