The Board of the Global Fund includes 20 voting members, with equal representation by implementers and donors, and an additional eight non-voting members.

- The Chair and Vice-Chair chair Board meetings and play roles in advocacy, partnership, fundraising and information sharing.
- Members represent the constituencies. One Board Member heads each constituency and is seconded by an Alternate Board Member.
- Focal Points coordinate information sharing within the constituencies. There is one focal point per constituency.

#### Roslyn Morauta
Chair of the Board

Lady Roslyn Morauta has a long association with the Global Fund having served as alternate Board Member
                for the Western Pacific Region constituency and as Chair of the Papua New Guinea Country Coordinating
                Mechanism. From her time also as first lady of Papua New Guinea, she has steadily championed health, HIV
                programs and gender issues.

#### Bience Gawanas
Vice-Chair of the Board

Bience Gawanas has served as the Vice-Chair since May 2023. She was appointed as the first Commissioner
                for Social Affairs by the African Union Assembly of Heads of State and Government, and in her home
                country of Namibia she served as Public Service Commissioner, Ombudswoman and Special Advisor to the
                Minister of Health and Social Services and to the Minister of Poverty Eradication and Social Welfare.
                Gawanas also recently served as the United Nations Under-Secretary General and Special Advisor for
                Africa. In October 2024, the University of Warwick appointed Gawanas as its new Chancellor, a role that
                took over in January 2025.

                Chenier
Director, Global Health Policy and Partnerships, Global Affairs Canada

Kristen Chenier is the Director of Global Health Policy and Partnerships at Global Affairs Canada. She
                leads policy engagement in global health fora and is responsible for investments and engagement in
                global health partnerships. Chenier has worked in various roles in the Canadian International
                Development Agency since 1999, including as Head of Cooperation in Jordan, Chief of Operations in
                Mozambique and Health Counsellor at Canada’s Permanent Mission to the United Nations in Geneva. She also
                spent over a decade managing Canada’s responses to a number of humanitarian crises and disasters, and
                worked with the United Nations High Commissioner for Refugees in Bangladesh.

Head of the Health and Food Section, Swiss Agency for Development and Cooperation

Enrichetta Placella is currently the Head of the Health and Food Section at the Swiss Agency for
                Development and Cooperation (SDC). In this role, she leads global initiatives aiming at contributing to
                major health and food challenges, provides policy and policy influencing guidance and contributes to
                positioning the SDC in global health and food systems debates. Before joining the SDC, she worked for
                various medical and public health organizations in the field of zoonoses; sexual, reproductive and child
                health; food security and safety; and nutrition and noncommunicable diseases (including mental health).

                Padavatan
Health Programs Lead, Global Action for Trans Equality

Anil StClair Padavatan is the Health Programs Lead at Global Action for Trans Equality (GATE) in South
                Africa. He has worked for 15 years in the fields of HIV, gender equality, and access to health care and
                human rights with organizations including the Commission for Gender Equality, the AIDS Law Project, the
                Southern African HIV Clinicians Society and Gender DynamiX. Padavatan is also a co-author of the
                Southern African HIV Clinicians Society gender-affirming healthcare guideline for South Africa.

                Glaser Pediatric AIDS Foundation, where she oversees domestic and global HIV and TB policy portfolios
                and manages the Foundation’s global advocacy portfolio. Prior to joining the Foundation, Connor worked
                at Patton Boggs LLP as a lawyer and lobbyist, specializing in U.S. health care law and public policy.

Katy Kydd Wright is the Director of the Global Fund Advocates Network (GFAN). Prior to her role at GFAN,

                anti-poverty policy and advocacy organizations. Kydd Wright is a regular observer of the Global Fund
                Board and has been a member of the Developed Country NGO Delegation since 2015.

Founder and Executive Director, Hope for Future Generations

Cecilia Lodonu-Senoo is the founder and executive director of Hope for Future Generations, a
                community-based non-governmental organization focusing on women and youth. She is the co-chair of GFAN
                International and a member of its Steering Committee, and is a member of GFAN Africa. She served as the
                chair of the Ghana Country Coordinating Mechanism, and from 2017-2018 she was the chair of the TB/HIV
                Oversight Committee.

Yolanda Paul is currently the manager of the Equity, Diversity and Inclusion Unit at the University of
                the West Indies at Mona, Jamaica. She sits on the Jamaica Country Coordinating Mechanism and has assumed
                several roles within the Pan Caribbean Partnership Against HIV and AIDS (PANCAP), working with a wide
                range of key partners within the regional HIV response. She joined the Global Fund's Developing Country
                NGO Delegation in 2019 and assumed the role of Vice Chair of the Implementer Group in 2022.

Deputy Minister of Health, South Africa

Dr. Mathume Phaahla is the Deputy Minister of Health of South Africa. While he began his career as a
                medical practitioner, Phaahla later served in a variety of roles in regional and national government.
                These included Chief Executive Officer of the South African Sports Commission, Director General of the
                Department of Sport and Recreation, Deputy Minister of Arts and Culture and Minister of Health.

Aida Kurtović is Senior Manager, Global Partnerships at Management Sciences for Health. She has more than
                two decades of experience working in the fields of HIV and AIDS, hepatitis and health systems
                strengthening, with expertise in program design, implementation and policy formulation. Kurtović has
                worked extensively with governments, civil society organizations, donor agencies and private sector
                actors to advance sustainable and equitable health interventions in low- and middle-income countries.

Mohamed Chakroun is the head of the Infectious Diseases Department at the Fattouma Bourguiba University
                Hospital in Monastir, Tunisia. Dr. Chakroun established an HIV and AIDS care and research center at the
                hospital. He has been a member of Country Coordinating Mechanism in Tunisia since 2009 and has served as
                its chair since 2014.

Mohsen Asadi-Lari is a medical doctor and professor of epidemiology in Tehran. He has served on the

                in Iran. Dr. Asadi-Lari’s academic work and his experience in public health systems span nearly 25
                years.

Susanna Schlein is the Head of the Unit for Strategies and Multilateral Global Processes in the General

                diplomatic service in 2003. Prior to her current role, she was Deputy Head of Mission at the Embassy of

Ambassador for Global Health, France

Anne-Claire Amprou was appointed the French Ambassador for Global Health in November 2022. Since April
                2022 she has served as the French negotiator for the international accord on pandemic prevention,
                preparedness and response. She was a member of the French inter-ministerial Ebola task force, Deputy
                Director General for Health at the French Ministry of Solidarity and Health, and a member of the
                Inspectorate-General of Social Affairs. She also coordinated the French response to the COVID-19 crisis
                in 2021.

Clarisse Paolini is the Deputy Assistant Secretary for Human Development at the French Ministry for

                throughout her career, serving most recently as the Deputy Political Coordinator at the Permanent
                Mission of France to the United Nations in New York. She was also an advisor to the Global Fund
                Executive Director from 2011-2012.

                public and private sector.

                Board Member for both the Global Fund and Gavi, the Vaccine Alliance from 2018-2020.

                many years of experience in development cooperation in various posts including Senior Vice President of
                Japan International Cooperation Agency (JICA) from 2023-2025, Permanent Representative to UNESCAP and
                Deputy Chief of Mission at the Japanese Embassy in Thailand from 2020-2023, Director of Office of

Dereck Springer is an independent consultant in public health, specializing in HIV, sexual and
                reproductive health, and mental health. He is the former Director of the Pan Caribbean Partnership

                Disease Control and Prevention Global AIDS Program in Guyana, as UNAIDS focal point in Guyana and as
                National Coordinator of Voluntary Counselling and Testing for the Guyanese Ministry of Health. He has
                also served as Board Member for the Latin America and Caribbean Constituency, Chair of the Implementer
                Group of the Global Fund Board from 2013-2015 and as Communication Focal Point for the Latin America and

                corporations to contribute to the Global Fund.

                preparedness, and he oversees policy initiatives in neuroscience and ophthalmology.

Aishath Samiya is the Permanent Secretary of the Ministry of Health of the Maldives. She previously

                national health policy, donor coordination and international partnerships. Samiya was also the Alternate
                Board Member for the South-East Asia Constituency on the Global Fund Board.

Prakash Ghimire is Chairperson of the Oversight Committee of the Country Coordination Mechanism (CCM)

                professor at the National University of Singapore. He has worked with the World Health Organization in a
                number of roles and is a member of its Global Outbreak Alert and Response Network Steering Committee and
                Organization Rapid Response Corps Technical Working Group.

Deputy Permanent Representative for Health in Geneva, Foreign, Commonwealth & Development Office, United Kingdom 

Dr. Ruth Lawson serves as the Deputy Permanent Representative for Health at the Foreign, Commonwealth
                & Development Office (FCDO) in Geneva. She is a medical doctor with postgraduate qualifications in
                public health and in obstetrics and gynecology. With the FCDO, she was the development director for
                Sudan and led the UK’s global maternal, newborn and child health policy. Dr. Lawson started her career
                as a clinician and public health physician, and later served as hospital CEO and director of a national
                health care reform program in Ethiopia.

Jeff Graham is the Senior Bureau Official and Acting Global AIDS Coordinator for the Bureau of Global
                Health Security and Diplomacy at the United States Department of State. In this role he leads a team of
                health diplomats, global health experts and development professionals to elevate and integrate global
                health security as a core component of U.S. national security and foreign policy and to deliver
                lifesaving health assistance for HIV, tuberculosis, malaria and other infectious diseases through the
                U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the U.S. President’s Malaria Initiative (PMI)
                and other programs. He previously served as a member of the Secretary of State’s Policy Planning Staff,
                as Deputy Principal Officer at the U.S. Consulate General in Shanghai, and has also served domestically
                in roles responsible for U.S. engagement with the Association of Southeast Asian Nations, Mongolia and
                China.

Carol Thompson O’Connell is a Senior Advisor at the Bureau of Global Health Security and Diplomacy at the

                most recently as Acting Assistant Secretary. In this capacity, she oversaw health issues, public
                diplomacy and public affairs efforts, as well as Southern African affairs for the Bureau of African
                Affairs. Prior to joining the Department of State, O’Connell was the Director of the Office of National
                AIDS Policy at the White House, spearheading the United States government’s response to both domestic
                and international HIV and AIDS issues, coordinating policy across federal agencies.

Angeli Achrekar is the deputy executive director of the Programme Branch at the Joint United Nations

                joining UNAIDS, she served as the principal deputy U.S. Global AIDS coordinator for the U.S. President’s
                Emergency Plan for AIDS Relief (PEPFAR). She has held prominent leadership positions within the U.S.
                government over the past 20 years and previously served on the Board of the Global Fund on behalf of the
                U.S. Government.

Dr. Jeremy Farrar is the Assistant Director-General, Health Promotion and Disease Prevention and Control
                at the World Health Organization (WHO). Prior to this role, he served as the Chief Scientist at WHO,
                director and CEO of the Wellcome Trust and director of the Oxford University Clinical Research Unit
                hosted by the Hospital for Tropical Diseases in Ho Chi Minh City, Viet Nam. He is a fellow of the
                Academy of Medical Sciences and the Royal Society of the United Kingdom, the National Academies of
                Sciences, Engineering, and Medicine of the United States, and the European Molecular Biology
                Organization.

Dr. Yukiko Nakatani is the Assistant Director-General for Health Systems, Access and Data at the World

                Health Products at WHO, as Director of the Cancer and Disease Control Division of the Japanese Ministry
                of Health, Labour and Welfare and as the Technical Advisor to the Minister of State for the COVID-19
                Vaccination Task Force in Japan. She has also worked at the Department of Health and Human Services of
                the United States of America on the medical response to H1N1 influenza.
