The new Evaluation & Learning Office has a dual reporting line to the Executive Director and the Independent Evaluation Panel (IEP) and reports through the IEP Chair to the Strategy Committee (SC) and the Board.

Chief Evaluation and Learning Officer

The Chief Evaluation and Learning Officer (CELO) leads the Evaluation and Learning Office (ELO), overseeing independent evaluations and advancing learning practices across the Global Fund. The ELO sits in the Office of the Executive Director and has a dual reporting line to both the Executive Director and the IEP.

John Grove became the CELO in October 2022. Prior to joining the Global Fund, he was the Director of Information, Evidence and Research at WHO, before serving as the founding Director of the Quality Assurance for Norms and Standards department.

Grove also worked at the Bill and Melinda Gates Foundation as Deputy Director for Evidence and Policy in the Maternal, Newborn and Child Health team, as well as serving on the global health strategy team. Earlier in his career, Grove worked in a variety of team lead and section chief roles with the US Centers for Disease Control and Prevention (CDC), based in Tanzania, Zambia, and Côte d'Ivoire in the earliest days of the HIV response, acting as a lead US diplomat with host country governments on technical assistance and resource negotiation.

Grove has a PhD in health services research and evaluation from The Royal Melbourne Institute of Technology.
