Roslyn Morauta
Chair of the Board

Lady Roslyn Morauta has a long association with the Global Fund having served as alternate Board Member for the Western Pacific Region constituency and as Chair of the Papua New Guinea Country Coordinating Mechanism. From her time also as first lady of Papua New Guinea, she has steadily championed health, HIV programs and gender issues.

Bience Gawanas
Vice-Chair of the Board

Bience Gawanas has served as the Vice-Chair since May 2023. She was appointed as the first Commissioner for Social Affairs by the African Union Assembly of Heads of State and Government, and in her home country of Namibia she served as Public Service Commissioner, Ombudswoman and Special Advisor to the Minister of Health and Social Services and to the Minister of Poverty Eradication and Social Welfare. Gawanas also recently served as the United Nations Under-Secretary General and Special Advisor for Africa.

Board Member – Jean-Bernard Parenteau
Director General, Health and Nutrition Bureau, Global Affairs Canada

Jean-Bernard Parenteau has served as Director General for Health and Nutrition at Global Affairs Canada since August 2023, following a four-year assignment overseeing health sector international development funding through Canadian civil society organizations. Over the last 26 years, he has held various positions related to development assistance and diplomacy covering Africa, Latin America and Eastern Europe.

Alternate – Erika Placella
Head of Health Section, Swiss Agency for Development and Cooperation (SDC), Federal Department of Foreign Affairs, Switzerland

Erika Placella is currently the Head of Health at the Swiss Agency for Development and Cooperation (SDC). Before joining the SDC, she worked for various medical and public health organizations in Africa, Asia, and the Middle East in the field of zoonoses; sexual, reproductive and child health; food security and safety; and non-communicable diseases.

Board Member – Javier Hourcade Bellocq

Javier Hourcade Bellocq has had an extensive career as a communicator in health rights and HIV advocacy. Since his HIV-positive diagnosis in 1988, he has worked with civil society, key populations, and communities living with HIV, tuberculosis and viral hepatitis in Latin America and beyond. Bellocq has been involved with the Global Fund for two decades, in the Communities and Latin America and Caribbean constituencies of the Global Fund Board. He currently leads a community journalism initiative called the LAC Key Correspondent Team based in Peru, and a COVID-19 and HIV platform based in Argentina.

Alternate – Jean Paul Enama Ossomba
Advocacy Officer, Coalition Plus

Jean Paul Enama Ossomba is an advocacy officer at Coalition Plus. He is an HIV and human rights activist, focused on access to health services for marginalized and vulnerable populations.

Board Member – Vitaly Djuma Zhumagaliev
Executive Director, Eurasian Coalition on Health, Rights, Gender and Sexual Diversity (ECOM)

Vitaly Djuma Zhumagaliev has 25 years of experience in HIV response, with a focus on the most affected populations in Eastern Europe and Central Asia. He has extensive experience in program management, strategic planning, and HIV and human rights advocacy. Based in Estonia, Vitaly is a co-founder and director of a regional association advocating for the rights and health of gender and sexually diverse people.

Alternate – Catherine Connor
Vice President, Public Policy and Advocacy, Elizabeth Glaser Pediatric AIDS Foundation

Catherine Connor is vice president of Public Policy at the Elizabeth Glaser Pediatric AIDS Foundation, where she oversees HIV and TB policy portfolios and manages the Foundation’s global advocacy portfolio. Prior to joining the Foundation, Connor worked at Patton Boggs LLP as a lawyer and lobbyist, specializing in U.S. health care law and public policy.

Board Member – Cecilia Lodonu-Senoo
Founder and Executive Director, Hope for Future Generations

Cecilia Lodonu-Senoo is the founder and executive director of Hope for Future Generations, a community-based non-governmental organization focusing on women and youth. She is the co-chair of GFAN International and a member of its Steering Committee, and is a member of GFAN Africa. She served as the chair of the Ghana Country Coordinating Mechanism, and from 2017-2018 she was the chair of the TB/HIV Oversight Committee.

Alternate – Yolanda Paul
Manager, Equity, Diversity and Inclusion Unit, University of the West Indies, Mona, Jamaica

Yolanda Paul is currently the manager of the Equity, Diversity and Inclusion Unit at the University of the West Indies at Mona, Jamaica. She sits on the Jamaica Country Coordinating Mechanism and has assumed several roles within the Pan Caribbean Partnership Against HIV and AIDS (PANCAP), working with a wide range of key partners within the regional HIV response. She joined the Global Fund's Developing Country NGO Delegation in 2019 and assumed the role of Vice Chair of the Implementer Group in 2022.

Board Member – Susan Mochache
Former Principal Secretary, Ministry of Health, Kenya

Susan Mochache served as Principal Secretary in the Kenyan Ministry of Health until December 2022. In this role, she led the country's national response to COVID-19 and advocated for universal health care policy. She has also served as the chair for the Global Fund's Health Sector Partnership Framework and the Country Coordinating Mechanism for Kenya.

Alternate – Dr. Charles Mwansambo
Former Principal Secretary, Ministry of Health, Malawi

Dr. Charles Mwansambo served as the Principal Secretary for Health in Malawi until May 2023. He is a medical doctor and a fellow of the Royal College of Paediatrics and Child Health. He has previously served as Chief of Health Services in Malawi and as a consultant pediatrician and head of department at the Kamuzu Central Hospital in Lilongwe.

Board Member – Mišo Pejković
Executive Director, CAZAS

Mišo Pejković is a medical doctor and the Executive Director of CAZAS, an NGO in Montenegro. Dr. Pejković has more than two decades of professional experience managing health programs in Montenegro.

Alternate – Vedran Marčinko
Assistant Minister, Ministry of Health of the Federation of Bosnia and Herzegovina

Vedran Marčinko is the Assistant Minister for Legal Affairs and EU Integration at the Ministry of Health of the Federation of Bosnia and Herzegovina, and Chair of the Professional Board of the Agency for Medicinal Products and Medical Devices. He has been involved in numerous working groups for the preparation of laws and bylaws in the field of health for the Federation.

Board Member – Mohamed Chakroun
Head, Infectious Diseases, Fattouma Bourguiba University Hospital, Tunisia

Mohamed Chakroun is the head of the Infectious Diseases Department at the Fattouma Bourguiba University Hospital in Monastir, Tunisia. Dr. Chakroun established an HIV and AIDS care and research center at the hospital. He has been a member of Country Coordinating Mechanism in Tunisia since 2009 and has served as its chair since 2014.

Alternate – Mohsen Asadi-Lari
Professor of Epidemiology, Iran University of Medical Sciences, Iran

Mohsen Asadi-Lari is a medical doctor and professor of epidemiology in Tehran. He has served on the Executive Board of the World Health Organization and as a member of the Country Coordinating Mechanism in Iran. Dr. Asadi-Lari’s academic work and his experience in public health systems span nearly 25 years.

Board Member – Gabriella Fésüs
Head of Unit for Social Inclusion & Protection, Health and Demography

Gabriella Fésüs is the head of unit for social inclusion & protection, health and demography in the European Commission, Directorate-General for International Partnerships. Previously in the Directorate-General for Regional Policy, Dr. Fésüs was the head of unit for political and interinstitutional coordination and the policy assistant to the director-general. She has also contributed to health investment planning at the Hungarian Ministry of Health.

Alternate – Eugenia Palagi
Deputy Head of Unit, Ministry of Foreign Affairs and International Cooperation, Italy

Eugenia Palagi is Deputy Head of Unit for Strategy, Global Processes and International Organizations at the Italian Ministry of Foreign Affairs and International Cooperation. She is particularly focused on global health and the COVID-19 response. Previously, she was a Counsellor in Italy's Mission to the UN, working on economic, development and global health issues and the 2030 Agenda.

Board Member – Anne-Claire Amprou
Ambassador for Global Health, France

Anne-Claire Amprou was appointed the French Ambassador for Global Health in November 2022. Since April 2022 she has served as the French negotiator for the international accord on pandemic prevention, preparedness and response. She was a member of the French inter-ministerial Ebola task force, Deputy Director General for Health at the French Ministry of Solidarity and Health, and a member of the Inspectorate-General of Social Affairs. She also coordinated the French response to the COVID-19 crisis in 2021.

Deputy Assistant Secretary for Human Development, Ministry for Europe and Foreign Affairs, France

Jérémie Forrat-Jaime has served as Deputy Assistant Secretary for Human Development at the French Ministry for Europe and Foreign Affairs since September 2022. He oversees issues related to global health, food security, education and gender equality issues. He previously served as Political Counsellor at the Embassy of France in Washington and First Secretary at the Embassy of France in Kuala Lumpur.

Board Member – Dr. Tania Rödiger-Vorwerk
Deputy Director General, Global Health, Resilience, Equality of Opportunity, Federal Ministry for Economic Cooperation and Development (BMZ), Germany

Dr. Tania Rödiger-Vorwerk is Deputy Director General at the Federal Ministry for Economic Cooperation and Development (BMZ) of Germany, where she leads the directorate of Global Health, Resilience and Equality of Opportunity. For the past 25 years she has served in a variety of management functions in both the public and private sector.

Alternate – Harriet Ludwig
Senior Policy Officer, Global Health Policy and Financing Division, Federal Ministry for Economic Cooperation and Development (BMZ), Germany

Harriet Ludwig is Senior Policy Officer in the Division of Global Health Policy and Financing at the Federal Ministry for Economic Cooperation and Development (BMZ) of Germany. She has more than 20 years of experience in development cooperation and was actively involved in the negotiations for the Sustainable Development Goals and the 2030 Agenda for Sustainable Development. Ludwig previously worked with the Delegation of the European Union to the United Nations in New York and served as an Alternate Board Member for both the Global Fund and Gavi, the Vaccine Alliance from 2018-2020.

Board Member – Toshihiro Kitamura
Deputy Director General for Global Issues, Ministry of Foreign Affairs, Japan

Toshihiro Kitamura is the deputy director general for global issues at the Ministry of Foreign Affairs of Japan. A diplomat with extensive experience in development cooperation, he has worked in Viet Nam and France, and served as minister at the Embassy of Japan in Sri Lanka before his current appointment.

Alternate – Eiji Hinoshita
Assistant Minister for Global Health and Welfare, Ministry of Health, Labour and Welfare, Japan

Dr. Eiji Hinoshita is the assistant minister for global health and welfare at the Ministry of Health, Labour and Welfare of Japan. Starting his career as a surgeon, Hinoshita has served the ministry for over 20 years. He has spent his career working on global health issues, including at the Permanent Mission of Japan to the United Nations and as a public health administrator at both national and prefectural levels.

Board Member – Dereck Springer
Independent consultant

Dereck Springer is an independent consultant in public health, specializing in HIV, sexual and reproductive health, and mental health. He is the former Director of the Pan Caribbean Partnership Against HIV and AIDS and has previously served as Senior Advisor for the United States Centers for Disease Control and Prevention Global AIDS Program in Guyana, as UNAIDS focal point in Guyana and as National Coordinator of Voluntary Counselling and Testing for the Guyanese Ministry of Health. He also served as Chair of the Implementer Group of the Global Fund Board from 2013-2015 and as Communication Focal Point for the Latin America and Caribbean constituency.

Alternate – Dr. Massimo Ghidinelli
Independent consultant, Pan American Health Organization

Dr. Massimo Ghidinelli is an independent consultant, currently working with the Pan American Health Organization (PAHO). He is a public health specialist with a focus on communicable diseases and has worked with PAHO at both international and regional levels. He currently serves as a member of the Global Fund’s Strategy Committee.

Board Member – René Lauer
Deputy Director for Multilateral Affairs, Ministry of Foreign and European Affairs, Directorate for Development Cooperation and Humanitarian Affairs, Luxembourg

René Lauer is Deputy Director for Multilateral Affairs at the Luxembourgian Directorate for Development Cooperation and Humanitarian Affairs. Lauer has nearly 20 years of experience in international affairs with a special focus on development cooperation. Lauer has served in Latin America and more recently at the Permanent Representation of Luxembourg to the United Nations.

Board Member – Kieran Daly
Director, Multilateral Partnerships, Bill & Melinda Gates Foundation

Kieran Daly is responsible for overseeing the Bill & Melinda Gates Foundation’s relationships with the Global Fund and other leading health organizations. He has a background in development economics and has held leadership roles at the Gates Foundation across health policy, delivery and research and development. Daly has served on boards and committees of several multilateral and UN agencies and previously led HIV nongovernmental organizations.

Alternate – Jennifer Kates
Vice President and Director of Global Health & HIV Policy, Kaiser Family Foundation

Jennifer Kates oversees policy analysis and research focused on the U.S. government’s role in global health and on the global and domestic HIV epidemics.

Board Member – Erika Satterwhite
Head of Global Policy, Viatris

Erika Satterwhite is Head of Global Policy for Viatris. Prior to the formation of Viatris, she was Head of Global Policy for Mylan and spent the last decade in various policy roles based in Washington, D.C., and Brussels.

Alternate – Sherwin Charles
Co-Founder and Chief Executive Officer, Goodbye Malaria

Sherwin Charles is a co-founder of Goodbye Malaria and serves as its Chief Executive Officer. He has more than a decade of experience in the banking and financial services industry and began his career at Ernst & Young. He helped Nando’s international restaurant group become one of the first African corporations to contribute to the Global Fund.

Board Member – Dr. Rajendra Joshi
Deputy Director General, Central TB Divison, Ministry of Health and Family Welfare, India

Dr. Rajendra Joshi is the Deputy Director General of the Central TB Division at the Ministry of Health and Family Welfare of India, where he heads the National Tuberculosis Elimination Programme. Over the last 34 years, he has served in a variety of roles at the ministry, including with the Central Government Health Scheme and the Department of Health and Family Welfare.

Alternate – Dr. Dante Harbuwono
Vice Minister of Health, Indonesia

Dr. Dante Saksono Harbuwono is the Vice Minister of Health of Indonesia. His primary mission is to manage the COVID-19 pandemic and transform the health system, with a particular focus on primary care. He is a medical doctor specialized in endocrinology and a lecturer at the Faculty of Medicine of Universitas Indonesia. He has also led the Diabetic Cluster at the Dr. Cipto Mangunkusumo National Central Public Hospital since 2018.

Board Member – Beth Arthy
Head of Global Funds and Senior Health Representative in Geneva, Foreign, Commonwealth & Development Office, United Kingdom

Beth Arthy joined the United Kingdom’s Department for International Development in 2000. She has held senior multilateral, policy and board positions across a wide range of sectors and geographical areas. Arthy worked in East and Southern Africa, in the Middle East, and most recently as country director in Tanzania. Arthy previously worked with development and environmental NGOs.

Sarah Boulton is responsible for overseeing United Kingdom investments in the Global Fund and in UNAIDS. She is a member of the board of Unitaid. In a previous role, she led the United Kingdom Multilateral Aid Review.

Board Member – Ambassador John Nkengasong
U.S. Global AIDS Coordinator and Special Representative For Global Health Diplomacy, Department of State

Dr. John Nkengasong is the United States Global AIDS Coordinator and Special Representative for Health Diplomacy. In this role he serves as ambassador-at-large for the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and represents U.S. interests in the Global Fund.

Alternate – Loyce Pace
Assistant Secretary, Office of Global Affairs, Department of Health and Human Services

Loyce Pace is an outspoken advocate for global health equity, having lived and worked in more than 15 countries across three continents. Her efforts are rooted in experience partnering with diverse government and grassroots stakeholders. She has served as President & Executive Director of the Global Health Council and was also a member of the Biden-Harris Transition COVID-19 Advisory Board.

Board Member – Dr. Jean-Jacques Mbungani Mbanda
Minister of Public Health, Hygiene and Prevention, Democratic Republic of the Congo

Dr. Jean-Jacques Mbungani Mbanda is a medical doctor and the former Minister of Public Health, Hygiene and Prevention in the Democratic Republic of the Congo. He also served as Consul General of the Democratic Republic of the Congo in Belgium from 2005 to 2007.

Alternate – Dr. Magda Robalo
Global Managing Director, Women in Global Health

Dr. Magda Robalo is President and Co-Founder of the Institute for Global Health and Development (IGHD). She is a public health physician and infectious disease expert, and her career spans over 30 years in the global health ecosystem. She has held senior leadership positions at the national and international level in various professional settings, with a track record in promoting gender equality and equitable access to quality health care, social justice, ethics and accountability.

Board Member – Pham Le Tuan
Chair, Vietnam Country Coordinating Mechanism

Professor Pham le Tuan has been the Chair of Vietnam's Country Coordinating Mechanism since 2019. He was Vietnam's Vice-Minister of Health from 2013 to 2018. He has also served as the Head of Faculty of Family Medicine at Hanoi Medical University.

Health Programme Manager, Wan Smolbag Theatre, Vanuatu

Siula Bulu is currently the Health Program Manager for Wan Smolbag Theatre, a nongovernmental organization based in Vanuatu. She has over 20 years of experience working with communities, particularly with key affected populations through programs funded by the Global Fund. She is Chair of the Vanuatu Country Coordinating Mechanism and a member of the PIRMCCM (Pacific Islands Regional Multi-Country Coordinating Mechanism).

Board Member – Dr. Lucica Ditiu
Executive Director, Stop TB Partnership

Dr. Lucica Ditiu is the Executive Director of the Stop TB Partnership. She is a physician, professional and leader in the global fight against tuberculosis and other communicable diseases. Dr. Ditiu served at national, regional and global levels with WHO and UNOPS throughout her career, and has been engaged with the Global Fund in various roles since its creation.

Alternate – Philippe Duneton
Executive Director, Unitaid

Philippe Duneton has been at Unitaid since its creation in 2006. As Executive Director, he has led Unitaid's response to COVID-19 as the co-lead of the therapeutics arm of the Access to COVID Tools Accelerator. Previously, he was a practicing doctor in the infectious disease department at hospital “La Pitié Salpétrière” in Paris and was twice advisor to the French Ministry of Health. He was the head of the Mission against HIV/AIDS and harm reduction for l’Assistance publique – Hôpitaux de Paris, and led the French regulatory agency for medicines and health products. He also chaired the Board of the European Medicines Agency.

Executive Director, UNAIDS

Winnie Byanyima is the Executive Director of UNAIDS. She previously was the Executive Director of Oxfam International. Byanyima has also served as Director of Gender and Development at the United Nations Development Programme.

Alternate – Angeli Achrekar
Deputy Executive Director, UNAIDS

Angeli Achrekar is the deputy executive director of the Programme Branch at the Joint United Nations Programme on HIV/AIDS (UNAIDS) and an assistant secretary-general of the United Nations. Prior to joining UNAIDS, she served as the principal deputy U.S. Global AIDS coordinator for the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). She has held prominent leadership positions within the U.S. government over the past 20 years and previously served on the Board of the Global Fund on behalf of the U.S. Government.

Board Member – Dr. Catharina Boehme
Assistant Director-General for External Relations and Governance, WHO

Dr. Catharina Boehme is a trained medical doctor who serves as Assistant Director-General of External Relations and Governance at WHO. She previously served as Chef de Cabinet at WHO and as the Chief Executive Officer of FIND, the international alliance for diagnostics. Early in her career, she focused on clinical research to eliminate tuberculosis in Ghana and Tanzania.

Assistant Director-General, Universal Health Coverage, Communicable and Noncommunicable Diseases, WHO

Dr. Jérôme Salomon serves as the Assistant Director-General of Universal Health Coverage, Communicable and Noncommunicable Diseases at WHO. He previously served as the Director-General for Health at the French Ministry for Solidarity and Health, and was a member of the WHO Executive Board prior to his current appointment.

David Wilson is Programme Director in the Health, Nutrition and Population Practice at the World Bank. He is Task Manager of the World Bank's COVID-19 and health security work.

Alternate – Mei Leng Chang
Manager, Development Finance, World Bank

Mei Leng Chang is a manager in the Development Finance Vice-Presidency of the World Bank. She oversees the Financial Intermediary Funds, Digital, and Analytics unit. She previously worked for the International Finance Corporation and served other organizations in Bosnia and Herzegovina and in New Zealand.
