Spain and Luxembourg Make Increased Pledges Toward the Global Fund’s Eighth Replenishment

SEVILLE – The Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund) warmly welcomes the renewed and increased commitments from Spain and Luxembourg to end the three epidemics as public health threats, strengthen health and community systems, and bolster global health security.

Spain and Luxembourg came together at the Fourth International Conference on Financing for Development in Seville, Spain, to jointly announce increased commitments to the Global Fund’s Eighth Replenishment.

Spain pledged €145 million, and Luxembourg pledged €13.8 million – both marking an increase over their respective commitments at the Global Fund’s Seventh Replenishment in 2022.

These contributions will support low- and middle-income countries to accelerate progress against AIDS, tuberculosis (TB) and malaria during the 2027-2029 implementation period. By enabling locally driven, lifesaving programs and reinforcing resilient and sustainable health systems, the increased funding will also strengthen global health security and preparedness for future threats.

Pedro Sanchez, Prime Minister of Spain, said: “The Global Fund stands as a powerful example of what we can achieve when we act in unity. Spain remains firmly committed to the fight against HIV, tuberculosis and malaria, and to strengthening health systems for the benefit of all.”

Xavier Bettel, Luxembourg’s Deputy Prime Minister, Minister for Foreign Affairs and Foreign Trade, and Minister for Development Cooperation and Humanitarian Affairs, said: “Luxembourg reaffirms its strong commitment to fighting communicable diseases, strengthening health systems, and to ensuring equitable access to quality health care for all. Through our renewed contribution to the Global Fund, we are investing in multilateral action that breaks down human rights and gender-related barriers to health, especially for the most vulnerable, including women, girls, children and marginalized communities.”

Peter Sands, Executive Director of the Global Fund, said: “We are deeply grateful to Spain and Luxembourg for these new pledges. Their contributions are critical to sustaining progress against the three diseases. Such leadership and unwavering commitment to multilateralism sends a powerful message: global health is both a priority and a shared responsibility. Today’s announcements will help galvanize further support for the Global Fund’s Eighth Replenishment.”

Key Supporters Since the Global Fund’s Inception

Spain and Luxembourg have been strong supporters of the Global Fund since its inception in 2002, committing – with these new pledges – a cumulative total of €1.1 billion to date.

Beyond their financial support, Spain and Luxembourg have been strong advocates for strengthening health and community systems, advancing universal health coverage and addressing structural barriers – such as human rights and gender-related barriers – that hamper access to health services for the most vulnerable.

With support from Spain, Luxembourg and other partners, the Global Fund partnership has saved 65 million lives and reduced the combined death rate from AIDS, TB and malaria by 63% since 2002.

The Global Fund’s Eighth Replenishment

The Global Fund’s Eighth Replenishment campaign launched in February 2025 under the leadership of co-hosts the Republic of South Africa and the United Kingdom.

Earlier in June, Norway became the first public donor to commit to the Eighth Replenishment with a renewed pledge of NOK 2 billion. 

Private sector partners – The Children’s Investment Fund Foundation (CIFF) and pharmaceutical company Takeda – also recently announced renewed commitment to the Global Fund. 

A fully funded Global Fund could reduce mortality from these diseases by 64% compared to 2023 levels and build stronger health and community systems to fight new outbreaks and pandemics.
