Secretariat Flexibility to Address Malaria Needs in Grant Cycle 8 (GC8)
The Board acknowledges that, given the constraints outlined in GF/B53/ER19, limiting funding reductions for malaria allocations between Grant Cycle 7 and GC8 in lower income countries is expected to be a particular challenge in GC8.
Therefore, the Board:
- refers to (i) its decision in GF/B52/DP05, approving the global disease split as part of the Allocation Methodology for GC8 and (ii) GF/SC29A/DP01, whereby the Strategy Committee (SC) approved the Qualitative Adjustment (QA) process for GC8;
- delegates authority to the Secretariat to move a maximum of 2% of total funds for country allocations across diseases during the QA process to address critical needs in the malaria response; and
- requests that the Secretariat report the aggregate use of such flexibility as part of its reporting to the SC and Board on the outcomes of the QA process.
