Samir Fahoum Appointed as Head of Investigations

The Global Fund has appointed Samir Fahoum as Head of Investigations for the Office of the Inspector General (OIG). Mr. Fahoum will be responsible for leading a talented team of experienced professionals to undertake impactful investigations of potential prohibited practices within the Global Fund and by implementers and suppliers.

“Samir is very highly regarded in the investigations sector,” said Tracy Staines, Inspector General. “An inspirational leader with strong technical skills, he has a demonstrable record in protecting institutions against fraud and corruption. He is the right person to drive the OIG investigations function to an even higher level.”

Mr. Fahoum currently serves as the Principal Integrity Officer (Head of Investigations) for the Inter-American Development Bank (IDB) Office of Institutional Integrity (OII) based in Washington, D.C. At IDB, Mr. Fahoum manages OII’s investigations section responsible for receiving, investigating, and litigating cases of fraud, corruption and other prohibited practices within IDB’s Sanctions System.   

He began his career as a Special Agent for the U.S. Air Force Office of Special Investigations. Prior to working at IDB, Mr. Fahoum was a Senior Investigator for the World Bank Integrity Vice Presidency. In various capacities, Mr. Fahoum also advised the Islamic Development Bank in Jeddah, Saudi Arabia, and the United Nations Relief and Works Agency for Palestine Refugees in the Near East in Amman, Jordan, on matters of integrity policy and implementation. Mr. Fahoum is a U.S. citizen of Palestinian heritage. He has a Master of Science in criminal justice and is proficient in Arabic and Spanish.
