Global Fund Appoints Steven Chapman as new Head of Programmatic Monitoring & Risk

GENEVA - The Global Fund is very pleased to announce the appointment of Steven Chapman as its new Head of Programmatic Monitoring and Risk, starting on 1 September.

Steven is currently the Chief Impact Officer at the IKEA Foundation and leads the foundation’s effort to improve the effectiveness of its grantmaking by using evidence for decision making.  Previously, he was Director of Evidence Measurement and Evaluation at the Children’s Investment Fund Foundation, Chief Conservation Officer at the World Wildlife Fund in the United States, and Chief Technical Officer and Research Director at Population Services International. 

“Steven joins us at a time when the global operating environment is volatile and challenging, and when resources are constrained. Consequently, it has never been more important to maximize the impact of every dollar spent,” said Rahul Singhal, the Global Fund’s Chief Risk Officer. “This demands robust and agile monitoring and performance management and more effective use of data for decision-making, internally within the Secretariat but, most importantly, by countries. In his new role Steven will be the driving force operationalizing the Programmatic Monitoring Department.”

Steven is originally from the United States. He holds a PhD in population dynamics from Johns Hopkins University and has published research on measuring the performance of social marketing in HIV and malaria programs and access to malaria treatment.
