Recruitment for the Chair of the Independent Evaluation Panel

The Global Fund is seeking applicants for the Chair of the Independent Evaluation Panel (IEP), to serve a three year term beginning in January 2025. The ideal candidate will have experience conducting complex multicountry evaluations in low- and middle-income settings and significant expertise in evaluation theory, quantitative and qualitative evaluation, global health, and other areas related to Global Fund’s work. The Chair will also have experience working with or leading oversight and advisory bodies, ideally in multistakeholder international organizations.

This position is non-salaried. The Chair will receive an honorarium. A commitment of approximately 50 days per year is required.

The Chair will be expected to travel to Geneva, Switzerland, for two in-person IEP meetings and up to four additional Strategy Committee and Board meetings per year.

The IEP Chair will:

  • Provide expert advice to the Strategy Committee on matters related to evaluation theory and practice.
  • Present to the Strategy Committee the IEP’s review and final position of all evaluation-related products managed by the Evaluation and Learning Office.
  • Lead the IEP to provide end-to-end expert assurance on all aspects of the Global Fund’s evaluation function and process, from the development of terms of reference to the quality of final reports.
  • Plan, lead and facilitate the conduct of IEP meetings, which are held three times per year (two in-person in Geneva, Switzerland, and one virtually).
  • Facilitate and summarize discussions objectively and with clarity, seeking to gain consensus and exert authority when necessary.
  • Ensure all IEP members appropriately contribute to deliberations and regularly participate in all meetings.
  • Collaborate with the Board Committee Chairs as appropriate.
  • Collaborate closely with the Office of the Executive Director (OED) and Secretariat on all matters relating to the oversight of the activities of the evaluation structure of the Secretariat.
  • Report to the Strategy Committee and Board on relevant and material matters as appropriate.
  • Participate in and advise on the selection of IEP voting members in conjunction with the Strategy Committee and the Board, including providing guidance on matters relating to the independence of candidates.
  • Take part in the recruitment of the head of the evaluation structure of the Secretariat jointly with the Strategy Committee and the Executive Director of the Global Fund.
  • Meet regularly with the head of the evaluation structure of the Secretariat.
  • Collaborate with the OED for the joint performance assessments of the head of the evaluation structure of the Secretariat, with systematic input from the Strategy Committee, in accordance with the applicable Global Fund human resources processes.
