Managing Ethics and Integrity at the Global Fund

Since its inception in 2002, the Global Fund has continuously worked to develop a strong ethics and integrity culture. In 2014, the organization developed an Ethics and Integrity Framework, laying the foundation and principles for managing ethics and integrity risks and issues, and in 2016 an Ethics Officer was recruited. A dedicated Board committee (the Ethics and Governance Committee) oversees ethics-related matters, and the Secretariat has developed a Policy to Combat Fraud and Corruption.

The approach to implementing the Policy across the Secretariat and Global Fund operations has however been relatively unstructured, and some key ethics and integrity requirements are not covered within the Global Fund’s various Policies and Codes of Conduct. While there has been improvement in managing conflicts of interest, improvement is still required in addressing ethical issues relating to suppliers and implementers. Metrics to assess progress in implementing key components of the Ethics and Integrity Framework are also under-developed.

The Office of the Inspector General safeguards the assets, investments, reputation and sustainability of the Global Fund by ensuring that it takes the right action to defeat AIDS, tuberculosis and malaria. Through audits, investigations and consultancy work, it promotes good practice, reduces risk and reports fully and transparently on abuse.

Established in 2005, the Office of the Inspector General is an independent yet integral part of the Global Fund. It is accountable to the Board through its Audit and Ethics Committee and serves the interests of all Global Fund stakeholders. Its work conforms to the International Standards for the Professional Practice of Internal Auditing and the Uniform Guidelines for Investigations of the Conference of International Investigators.

The Global Fund believes that every dollar counts and has zero tolerance for fraud, corruption and waste. Through its whistle-blowing channels, the Office of the Inspector General encourages all to speak out to report fraud, abuse and human rights violations that prevent Global Fund resources from reaching those who need them.
