End-Term Strategic Review (2017-2022)

The End-term Strategic Review (2017-2022) assessed the outcomes and impact of Global Fund investments against the goals and objectives of the 2017-2022 Strategy. The strategic review provides an independent review of progress made on the commitments reflected in the Strategy, the extent to which objectives were met, and what factors supported or hindered the implementation of the Strategy.
The strategic review’s objectives were:
- To assess the extent to which the Strategic Objectives of the 2017-2022 Strategy have been achieved.
- To assess the degree to which Global Fund initiatives, policies, systems and processes played a role in ensuring the relevance, coherence and effectiveness of the Strategy.
- To make actionable recommendations for the implementation of the 2023-2028 Strategy and planning process for Grant Cycle 8 (2026-2028).

The final report, Independent Evaluation Panel (IEP) commentary and the Secretariat Management Response are to be viewed in conjunction with each other.
