End-Term Strategic Review (2017-2023)

The End-term Strategic Review (2017-2022) assessed the outcomes and impact of Global Fund investments against the goals and objectives of the 2017-2022 Strategy. The strategic review provides an independent review of progress made on the commitments reflected in the Strategy, the extent to which objectives were met, and what factors supported or hindered the implementation of the Strategy.
The strategic review’s objectives were:
- To assess the extent to which the Strategic Objectives of the 2017-2022 Strategy have been achieved.
- To assess the degree to which Global Fund initiatives, policies, systems and processes played a role in ensuring the relevance, coherence and effectiveness of the Strategy.
- To make actionable recommendations for the implementation of the 2023-2028 Strategy and planning process for Grant Cycle 8 (2026-2028).
Its target audiences are:
- The Board.
- The Strategy Committee.
- The Global Fund Secretariat.
The end-term strategic review demonstrated good progress against the 2017-2022 Strategy objectives, and was endorsed by the Independent Evaluation Panel.
The resulting report was will be made publicly available after it has been shared with the Strategy Committee and Board.
