Independent Evaluation & Learning

Capacity, Quality and Decision-making in Sub-national tailoring of Malaria Interventions

01 April 2024

Status: Ongoing

The independent evaluation will examine the role of sub-national data generation and its use for decision-making in sub-national tailoring (SNT) for optimal malaria programming. It will also assess how the Global Fund and national stakeholders are incentivizing the use of sub-national data and financial optimization in order to maximize impact on malaria programs.

Outcomes and recommendations will inform decisions on improving tailored, locally appropriate approaches to facilitate malaria control and elimination, as well as related investment and grant design.

The evaluation scope covers the following five thematic areas:

  1. Adequacy of country sub-national systems.
  2. Challenges in decision-making.
  3. Funding requests and sub-national tailoring.
  4. The Global Fund and high-quality data in SNT.
  5. Role of country stakeholders.

The evaluation’s target audiences are:

  • The Global Fund Secretariat.
  • The Board.
  • The Strategy Committee.
  • The global health community.

The final report is expected in early 2025.
