The Global Fund is committed to playing an active, deliberate and strategic role in shaping the global markets for HIV, tuberculosis and malaria health products to maximize access to health products and improve health outcomes for people affected by the diseases.

In 2022, the Global Fund adopted the NextGen Market Shaping framework. This framework outlines specific interventions to improve access to affordable and quality-assured health products and services in support of the Global Fund’s 2023-2028 Strategy. In 2025, the approach was updated in line with the Global Fund’s strategic shifts to sustain progress, respond to the evolving context, and support country transition pathways.

NextGen Market Shaping Priorities

The NextGen Market Shaping approach is centered on four strategic priorities:

  1. Shape innovation and accelerate health product introduction at scale: The Global Fund collaborates with partners to identify promising innovations, uses market shaping levers and catalytic tools for scale-up and supports country readiness and regulatory alignment to introduce health products at scale.
  2. Promote regional capacity building for manufacturing and collaborative procurement: The Global Fund is strengthening its capacity building work to promote regional manufacturing of health products closer to people who need them and advances procurement collaboration efforts with regional partners to sustainably match supply to demand, with a primary focus on Africa.
  3. Sustain healthy markets and drive sustainable, efficient, resilient supply chains: The Global Fund strengthens market health monitoring and works with countries to scale digital supply chain solutions, expand integrated delivery models to improve last-mile access, and advances sustainable supply chain financing and cost optimization models.
  4. Accelerate the scale-up of non-grant financed procurement: The Global Fund enables countries and regional partners, within the scope of its policies, to procure health products through wambo.org using non Global Fund grant resources, supporting access, fostering collaborative procurement, and sustaining scale, competition and supply security as countries transition.

NextGen Market Shaping Implementation

The Global Fund implements the NextGen Market Shaping approach through four main levers:

  1. Policies and guidance for product quality, access and country readiness, including Quality Assurance Policies, technical guidance, and the work to strengthen and harmonize regulatory frameworks.
  2. Global Fund’s Pooled Procurement Mechanism/wambo.org, which pools demand from over 80 countries and fosters partnerships with other large buyers and regional pooled procurement platforms, leveraging our scale and strategic sourcing activities to negotiate the best possible supply terms across health products and services through long-term agreements and continuous supplier engagement.
  3. An innovative market shaping and financing toolkit, including co-payments, volume guarantees, pre-financing mechanisms and access financing for innovation. 
  4. People-centered and efficient last-mile service delivery to maintain resilient supply chains, drive digitization and strengthen innovations for scalable last-mile solutions.

Across the NextGen Market Shaping approach, partnerships are essential. Addressing barriers to access, affordability and supply security requires coordinated action across innovation, sourcing, procurement and supply chain. The Global Fund works closely with international and regional organizations, countries and implementing partners to align demand, reduce fragmentation and address market risks that no single actor can mitigate alone.
