High Level Principles for Upper-Middle Income Economy Eligibility for HIV/AIDS Proposals

The Board requests the Portfolio Committee to recommend to the Board at the Sixteenth Board meeting changes to the requirements with respect to the eligibility of applicants from upper-middle income economies  for HIV/AIDS grants based on the following principles:

  1. An applicant would be eligible if:
    1. the epidemic in the country targeted in the proposal is of such magnitude that it has measurable impact on population demographics such as life expectancy  and significant additional external resources are required to adequately address the epidemic; or
    2. . the epidemic in a vulnerable population  in the country targeted in the proposal is of such a nature and/or magnitude that there is risk of accelerated spread within that vulnerable population  and significant additional external resources are required to adequately address the epidemic.
  2. Applicants with higher income levels should contribute through appropriate levels of counterpart financing and domestic investments.
  3. Applicants must be included in the list of Official Development Assistance recipients published by the Organization for Economic Cooperation and Development (OECD) Development Assistance Committee.

Budgetary Implications

The budgetary implications of this decision point amount to USD $40,000 in 2007.
